        "content": "<p>East Kalimantan offices empty<\/p>\n<p>Rusman, The Jakarta Post, Samarinda<\/p>\n<p>Local residents have been deprived of public services in<br>\nSamarinda recently, as high-ranking officials with the East<br>\nKalimantan provincial administration have been away for several<br>\ndays, while new councillors postponed their first sessions.<\/p>\n<p>Most local government officials went to Palembang, South<br>\nSumatra to attend the 16th National Sports Week and are scheduled<br>\nto return home next week.<\/p>\n<p>Officers at both the executive and legislative bodies were<br>\nabsent on Friday and as a result, members of the public seeking<br>\nassistance for various matters were turned away and told to come<br>\nback on Monday.<\/p>\n<p>The offices of the East Kalimantan governor and his deputy,<br>\nprovincial secretary and their assistants, located on Jl. Gajah<br>\nMada, Samarinda, were seen empty.<\/p>\n<p>East Kalimantan administration spokesman Ibnul Yatim confirmed<br>\nthat many senior officials were out of town.<\/p>\n<p>\"They are arriving later today (Friday). Public services will<br>\nreturn to normal starting Monday,\" he added.<\/p>\n<p>Ibnul admitted that he did not anticipate that public services<br>\nwould be hampered by the absence of the local officials.<\/p>\n<p>A lull was also experienced at the East Kalimantan Legislative<br>\nCouncil building, where almost all offices were seen empty.<\/p>\n<p>The newly installed provincial council should have started<br>\ntheir first session on Thursday but postponed it until Sept. 8.<\/p>\n<p>A staffer at the council's Commission C, Effendi, said that<br>\nthe legislature was not formally in recess, but sessions would<br>\nbegin by mid next week.<\/p>\n<p>He explained that the upcoming sessions would only be used for<br>\nan orientation program for the new councillors elected in the<br>\nApril 5 legislative polls.<\/p>\n<p>According to Effendi, many of the new councillors have been<br>\naway visiting their constituents in regions and would only be<br>\nback next week.<\/p>\n<p>He said that the newly elected councillors would not know<br>\ntheir duties until the council elects its leaders and establishes<br>\ncommissions.<\/p>\n<p>\"This (lull) may last until early October because new<br>\ncommissions will be formed then. Rather than not doing anything,<br>\nthey (new councillors) have opted to return to their home towns,\"<br>\nsaid Effendi.<\/p>",
