        "content": "<p>The East Java Provincial Government is prioritising strengthening\npublic services, education, health, and infrastructure development in\nthe 2026 Revised Regional Revenue and Expenditure Budget (APBD-P).<\/p>\n<p>\u201cRegional spending policy is directed at strengthening priority\nprogrammes that have a direct impact on the community, ranging from\neconomic growth, poverty reduction, improving the quality of human\nresources, strengthening infrastructure, food security, controlling\ninflation, to improving the quality of public services,\u201d said East Java\nGovernor Khofifah Indar Parawansa during a Plenary Session of the East\nJava DPRD in Surabaya on Monday.<\/p>\n<p>Khofifah said total regional spending has increased to Rp29.86\ntrillion, or an increase of Rp2.64 trillion compared to the original\nbudget.<\/p>\n<p>The increase is supported by the utilisation of the 2025 Fiscal Year\nBudget Surplus (SiLPA) of Rp3.38 trillion, which has been audited by the\nSupreme Audit Agency (BPK).<\/p>\n<p>In the infrastructure sector, budget allocation through Public Works\nand Spatial Planning (PUPR) affairs reached Rp2.10 trillion.<\/p>\n<p>The budget is focused on improving the stability of provincial roads,\nrepairing public facilities, and normalising rivers.<\/p>\n<p>Overall, infrastructure function spending reached Rp8.27 trillion, or\n32.90 percent of total APBD spending excluding transfer spending.<\/p>\n<p>Meanwhile, education function spending is allocated at Rp9.53\ntrillion, or 31.93 percent of total regional spending.<\/p>\n<p>The budget is used, among other things, to add scholarships for\n50,000 students from underprivileged families and to improve educational\nfacilities and infrastructure.<\/p>\n<p>In the health sector, the East Java Provincial Government has\nallocated Rp6.18 trillion, or 24.29 percent of total spending.<\/p>\n<p>The funds are used to strengthen health services, including the\naddition of mobile health services and improvement of health\nfacilities.<\/p>\n<p>On the revenue side, the East Java Provincial Government is targeting\nregional revenue to increase to Rp26.49 trillion, or up by Rp183.77\nbillion.<\/p>\n<p>The increase is supported by optimising Regional Original Revenue\n(PAD), particularly from BLUD levies and central government incentives\nfor East Java\u2019s success in reducing the open unemployment rate.<\/p>\n<p>Although the 2026 APBD-P records a deficit of Rp3.37 trillion,\nKhofifah confirmed that the financing requirement will be covered\nthrough the 2025 SiLPA.<\/p>\n<p>In addition, financing expenditure of Rp9.17 billion is allocated for\npayment of principal debt instalments of the National Economic Recovery\n(PEN) Programme to PT SMI.<\/p>",
