        "content": "<p>The East Java Provincial Government is strengthening its partnership\nwith the Australian Government through the SIAP SIAGA Programme to\nenhance community preparedness and bolster disaster management capacity\ndown to the village level. \u201cA village cannot be called a Disaster\nResilient Village if there are no trained volunteers at the sub-district\nand village levels,\u201d said East Java Governor Khofifah Indar Parawansa in\na statement received in Surabaya on Wednesday. She stated that\nstrengthening volunteer capacity at the village and sub-district levels\nis a crucial aspect of building community resilience in the face of\ndisasters. Volunteers are considered the front line in mitigation,\nemergency response, and post-disaster recovery. Additionally, the East\nJava Provincial Government is encouraging the establishment of Social\nBarns in Disaster Resilient Villages to support the availability of\nlogistics and equipment needed by communities in disaster-prone areas.\nDuring the meeting, the provincial government also highlighted the\ndevelopment of Disaster Resilient Islamic Boarding Schools (PESTANA) as\nan effort to strengthen the preparedness of pesantren environments\nagainst various potential disasters. \u201cPesantren also need to be\nstrengthened in their resilience to disasters. Volunteers from pesantren\nare trained, on how to prepare them to become resilient. Then, it will\nbe trialled at which pesantren the training will take place,\u201d said\nKhofifah. Head of the East Java Regional Disaster Management Agency\n(BPBD) Gatot Soebroto said the capacity of pesantren needs to be\ncomprehensively mapped and studied because students and teaching staff\nreside for long periods within the pesantren environment. \u201cBoth the\nsantri and their teachers live and study for long periods in the\npesantren area. They have the potential to be affected by disasters,\u201d he\nsaid. He explained that the PESTANA concept is being developed with an\napproach similar to the Disaster Safe Education Unit (SPAB). Currently,\nthe disaster module and learning methods for the programme are still in\nthe drafting stage. Head of Sub-National Programs for the SIAP SIAGA\nProgramme, Deswanto Marbun, expressed appreciation for the support and\ninput provided by the East Java Provincial Government regarding the\nimplementation of the Indonesia-Australia partnership programme. \u201cThe\nGovernor provided various inputs. One important point conveyed was the\nneed to involve all stakeholders down to the sub-district and village\nlevels so that disaster response is more effective and on target,\u201d he\nsaid. The SIAP SIAGA Programme is a partnership between the Indonesian\nand Australian governments for disaster risk management that has been\nrunning in East Java since 2020. The programme focuses on improving the\ncommunity\u2019s ability to prevent, prepare for, respond to, and recover\nfrom disasters. East Java is one of the priority areas for the programme\nbecause it has 14 types of disaster risks spread across various regions.\nTogether with the East Java BPBD, the SIAP SIAGA Programme has conducted\nan independent tsunami evacuation simulation at Bulu Beach, Tegalrejo\nVillage, Lumajang Regency. In early July 2026, the programme will also\nhold a volcanic eruption handling simulation in Malang Regency. Acting\nDeputy Consul General of Australia in Surabaya, Will Lee, said disaster\nmanagement cooperation is a strong symbol of the relationship between\nIndonesia and Australia. \u201cThat experience shows that the relationship\nbetween Indonesia and Australia is very important,\u201d he said, referring\nto the involvement of Indonesian National Armed Forces (TNI) personnel\nin helping to handle major bushfires in New South Wales, Australia, in\n2019.<\/p>",
