        "content": "<p>Surabaya \u2013 The High Prosecutor\u2019s Office (Kejati) of East Java has\ndesignated the Head of the Energy and Mineral Resources Department\n(ESDM) of East Java Province, initialled AM, as a suspect in a case of\nillegal levies (pungli) concerning mining permits.<\/p>\n<p>Wagiyo, Assistant for Special Crimes at Kejati East Java, stated in\nSurabaya on Friday that the designation of suspect status for the ESDM\nHead came after conducting an investigation and searches at the East\nJava ESDM office and residences of related parties.<\/p>\n<p>\u201cFrom the results of examinations and collection of evidence,\ninvestigators have named three individuals as suspects,\u201d Wagiyo\nsaid.<\/p>\n<p>In addition to the ESDM Head, the other two suspects are the Head of\nthe Mining Division at the East Java ESDM Department, initialled OS, and\nthe Chairman of the Groundwater Exploitation Working Team, initialled\nH.<\/p>\n<p>In this case, investigators found that the permitting process, which\nshould be carried out through the Online Single Submission (OSS) system,\nwas allegedly deliberately delayed.<\/p>\n<p>Permit applicants who did not provide a certain amount of money faced\nobstacles in the permit issuance process, even though the requirements\nwere complete.<\/p>\n<p>He explained that the amount of money demanded varied: for mining\npermit extensions, it ranged from Rp50 million to Rp100 million, and for\nnew permits, Rp50 million to Rp200 million.<\/p>\n<p>Meanwhile, for groundwater exploitation permits, extensions required\nRp5 million to Rp20 million per application, and new permits ranged from\nRp50 million to Rp80 million.<\/p>\n<p>Investigators stated that the investigation was conducted discreetly\nsince receiving reports from the public, particularly permit\napplicants.<\/p>\n<p>Based on those reports, the team found initial evidence of alleged\ncriminal acts of corruption in the permit issuance process within the\nProvincial Energy and Mineral Resources Department of East Java.<\/p>\n<p>The alleged violations found include practices of illegal levies,\ngratification, and extortion by rogue officials in that agency.<\/p>",
