Surabaya (ANTARA) - East Java DPRD Speaker Musyafak Rouf has called\nfor allocations in the Regional Revenue and Expenditure Budget (APBD) to\nbe directed towards programmes that have a tangible impact on improving\npublic welfare.<\/p>\n
Speaking at a special plenary session of the East Java DPRD in\nSurabaya on Monday, marking the province\u2019s 81st anniversary, Musyafak\nsaid development should not be measured solely by growth figures, but\nalso by the benefits experienced by all sections of society.<\/p>\n
\u201cRegional policies and budgets must create jobs, improve the quality\nof education and healthcare, reduce poverty, and ensure the welfare of\nfarmers and fishers,\u201d he said.<\/p>\n
He said the East Java DPRD would make the most of the legislature\u2019s\nthree main functions: drafting regional regulations, budgeting and\noversight.<\/p>\n
According to Musyafak, the preparation and allocation of the APBD\nmust be based on the public\u2019s priority needs and geared towards\nimproving welfare.<\/p>\n
Data from regional budget discussions show that East Java\u2019s revised\n2026 APBD sets regional revenue at around Rp26.52 trillion and spending\nat around Rp29.9 trillion.<\/p>\n
Meanwhile, the draft East Java APBD for 2027 projects regional\nrevenue of Rp26.407 trillion and planned expenditure of Rp27.423\ntrillion.<\/p>\n
This means planned regional spending for 2027 is around Rp2.48\ntrillion lower than the expenditure allocation in the revised 2026\nAPBD.<\/p>\n
The 2027 draft budget is still under discussion, so its figures may\nchange before it is approved.<\/p>\n
Musyafak said the province\u2019s anniversary should serve as an\nopportunity to review development outcomes and the challenges that still\nneed to be addressed.<\/p>\n
\u201cThe anniversary should be an opportunity to reflect on achievements,\nassess challenges and strengthen our shared commitment as we look to the\nfuture, rather than being merely an annual ceremony,\u201d he said.<\/p>\n
The theme of East Java\u2019s 81st anniversary is \u201cEast Java: Excellence\nand Sustainable Progress\u201d.<\/p>\n
Musyafak explained that excellence in East Java meant making the most\nof regional potential, improving the quality of human resources,\nstrengthening economic competitiveness and fostering innovation that\nbenefits the public.<\/p>\n
He said sustainable progress meant that development should not focus\nonly on short-term goals, but should also protect the environment and\nthe welfare of future generations.<\/p>\n
He said East Java played an important role in the national economy\nand Indonesia\u2019s food security.<\/p>\n
The province\u2019s potential in agriculture, maritime industries,\nmanufacturing, trade, tourism and micro, small and medium-sized\nenterprises (MSMEs), he said, needed to be managed professionally,\ntransparently and fairly.<\/p>\n
Musyafak also stressed the importance of cooperation between the DPRD\nand the East Java Provincial Government.
