        "content": "<p>The Provincial Government of East Nusa Tenggara (Pemprov NTT) has\nimplemented a special scheme to meet the basic needs of residents\naffected by the Flores earthquake. Residents are permitted to collect\nfood, drinks, tents, and blankets from nearby kiosks or shops, with\npayment to be borne by the government.<\/p>\n<p>The policy is set out in NTT Governor Circular Number\nBU.300.2.1\/04\/BPBD\/2026. The scheme is applied during the emergency\nresponse period to ensure residents\u2019 basic needs remain met even though\nlogistical aid has not yet arrived.<\/p>\n<p>The policy has begun to be felt by residents of RT 12\/RW 03, Faobata\nUrban Village, Bajawa District, Ngada Regency, whose homes were damaged\nby the magnitude 7.7 earthquake on 15 August 2026.<\/p>\n<p>NTT Governor Emanuel Melkiades Laka Lena said the policy is a\ntemporary solution to meet the needs of affected residents.<\/p>\n<p>\u201cDuring the emergency response period, no member of the public should\ngo hungry or lack basic necessities because they are waiting for aid to\narrive,\u201d said Laka Lena in a press release received by detikBali on\nMonday (24\/8\/2026).<\/p>\n<p>According to Laka Lena, with this scheme, residents can immediately\nmeet their needs from kiosks around the evacuation sites.<\/p>\n<p>\u201cLater, the kiosks will submit claims to the government for payment,\u201d\nhe added.<\/p>\n<p>One affected resident, Maria Goreti Diwi, appreciated the policy.\nMaria is now living in an emergency tent after her home was affected by\nthe earthquake.<\/p>\n<p>\u201cI would like to thank the Governor for helping us, the victims of\nthe earthquake disaster, by allowing us to collect basic necessities,\ntents, and blankets,\u201d said Maria.<\/p>\n<p>She said residents of RT 12\/RW 03, Faobata Urban Village, can meet\nbasic needs such as groceries and other necessities through designated\nkiosks.<\/p>\n<p>Meanwhile, Sutini, the owner of UD Mandiri Faobata kiosk, said she\nfully supports the policy. According to her, this approach speeds up\nresidents\u2019 access to necessities in the post-earthquake emergency\nconditions.<\/p>\n<p>\u201cAs a kiosk owner, we certainly support the policy of the NTT\nGovernor. With this policy, the public can quickly obtain assistance\naccording to their needs; the goods taken by the public will later be\nprocessed according to the existing mechanism,\u201d explained Sutini.<\/p>\n<p>The NTT Provincial Government is implementing the scheme by utilising\nkiosks and shops around the affected areas as part of distributing\nresidents\u2019 needs.<\/p>\n<p>This step is taken so that the public can continue to meet their\nbasic needs while waiting for the distribution of logistical aid.<\/p>",
