Kalimantan govt to be streamlined<\/p>\n<p>Rusman, The Jakarta Post, Samarinda, East Kalimantan<\/p>\n<p>The East Kalimantan provincial government is planning to<br>\nstreamline its bureaucracy by moving 5,629 of a total of 6,769<br>\ncivil servants out of the administration over the next five<br>\nyears.<\/p>\n<p>The policy is aimed at creating an efficient, effective and<br>\nable bureaucracy, a senior government official said on Friday.<\/p>\n<p>\"We hope that we will only need to employ some 1,100 civil<br>\nservants by 2009,\" said Ibnu Nirwani, the deputy head of the<br>\nGovernance Administration Section at the provincial government.<\/p>\n<p>The reduction will be carried out in several ways, according<br>\nto Ibnu. First, the provincial government will offer early<br>\nretirement to some of the older civil servants. Second, it will<br>\nnot extend the pension period of the civil servants and third,<br>\nthe provincial government will transfer many other civil servants<br>\nto regencies and municipalities in the province.<\/p>\n<p>The last point, however, requires cooperation and approval<br>\nfrom the respective administrations, he said.<\/p>\n<p>Ibnu said that currently, the government was studying those<br>\nareas of the provincial government that most need to be<br>\nstreamlined.<\/p>\n<p>The provincial government is also studying the criteria of<br>\ncivil servants who need to be \"laid off\", he said.<\/p>\n<p>\"The process will begin immediately,\" said Ibnu.<\/p>\n<p>Herlan Agussalim, a councillor at the East Kalimantan<br>\nlegislature, warned the government that the plan would end up<br>\ncreating social unrest, unless the government dealt with it<br>\ncarefully. \"It is a sensitive case,\" he said, referring to the<br>\npossibility a massive demonstrations by dismissed workers.<\/p>\n<p>He suggested that the government should not reduce the number<br>\nof civil servants. He indicated that they could still be employed<br>\nby giving them jobs in other areas of the government.<\/p>",
