E. Kalimantan govt to be streamlined<\/p>\n

The East Kalimantan provincial government is planning to
\nstreamline its bureaucracy by moving 5,629 of a total of 6,769
\ncivil servants out of the administration over the next five
\nyears.<\/p>\n
The policy is aimed at creating an efficient, effective and
\nable bureaucracy, a senior government official said on Friday.<\/p>\n
\"We hope that we will only need to employ some 1,100 civil
\nservants by 2009,\" said Ibnu Nirwani, the deputy head of the
\nGovernance Administration Section at the provincial government.<\/p>\n
The reduction will be carried out in several ways, according
\nto Ibnu. First, the provincial government will offer early
\nretirement to some of the older civil servants. Second, it will
\nnot extend the pension period of the civil servants and third,
\nthe provincial government will transfer many other civil servants
\nto regencies and municipalities in the province.<\/p>\n
The last point, however, requires cooperation and approval
\nfrom the respective administrations, he said.<\/p>\n
Ibnu said that currently, the government was studying those
\nareas of the provincial government that most need to be
\nstreamlined.<\/p>\n
The provincial government is also studying the criteria of
\ncivil servants who need to be \"laid off\", he said.<\/p>\n
\"The process will begin immediately,\" said Ibnu.<\/p>\n
Herlan Agussalim, a councillor at the East Kalimantan
\nlegislature, warned the government that the plan would end up
\ncreating social unrest, unless the government dealt with it
\ncarefully. \"It is a sensitive case,\" he said, referring to the
\npossibility a massive demonstrations by dismissed workers.<\/p>\n
He suggested that the government should not reduce the number
\nof civil servants. He indicated that they could still be employed
\nby giving them jobs in other areas of the government.<\/p>",
