        "content": "<p>Dumping charges on textiles groundless<\/p>\n<p>JAKARTA (JP): Dumping charges launched by European countries<br>\non Indonesian textile producers are groundless and are a means of<br>\nprotectionism, an official of the Indonesian Textile Association<br>\n(API) said yesterday.<\/p>\n<p>\"Dumping charges from importing countries are often harassment<br>\nof their trade relationship with exporting countries,\" API's<br>\nDeputy Chairman Chamroel Djafri told The Jakarta Post.<\/p>\n<p>Commenting on a report that the European Commission began<br>\ndumping inquiries on Monday into the European Union's (EU)<br>\npolyester yarn imports from Thailand, Indonesia and India,<br>\nChamroel said that importing countries often complain to<br>\nexporting countries without reason just to harass them.<\/p>\n<p>The commission's action, detailed in the EU's Official<br>\nJournal, followed a complaint by the Comite International de la<br>\nRayonne et des Fibers Synthetiques (CIRFS) on behalf of certain<br>\nEU producers of polyester filament yarns.<\/p>\n<p>Chamroel said when the EU declares dumping charges on foreign<br>\ntextile producers, its importers will automatically halt buying<br>\nproducts from those countries because they do not to pay anti-<br>\ndumping duties set by their governments. Such duties, therefore,<br>\nwill cause decline in imports from those countries.<\/p>\n<p>Acceptance<\/p>\n<p>He said dumping charges will be accepted by the European<br>\nCommission if they are filed by no less than 40 percent of the<br>\nEU's member countries and if the charged imports account for more<br>\nthan one percent of the charging countries' total imports of<br>\ncertain products.<\/p>\n<p>He said sanctions will only be applied to a country which<br>\nsells a product to an EU member at prices higher than the<br>\ncountry's domestic price or higher than the price of the same<br>\nproduct sold to other countries.<\/p>\n<p>He said all that Indonesia can do now is wait for the result<br>\nof the investigation by the European Commission. \"We will then<br>\nhire a lawyer to defend us at the European Commission forum,\"<br>\nChamroel said.<\/p>\n<p>If Indonesia is not proven to have dumped, the European<br>\nCommission will then have to recommend the cancellation of the<br>\ncharges, he said.<\/p>\n<p>\"If the council of ministers of the EU countries declaring the<br>\ncharges insist on continuing the investigation, we can appeal to<br>\nthe Court of Justice in the European Union,\" he said.<\/p>\n<p>Chamroel said Indonesia has asked the European Commission to<br>\nreview the charges because during their investigation, there was<br>\nonly one Indonesian firm which did not respond to questionnaires<br>\nfrom the European Commission.
