        "content": "<p>Efforts to address the impact of the earthquake that struck the\nFlores Island region of East Nusa Tenggara are being accelerated. The\nDirectorate General of Population and Civil Registration (Ditjen\nDukcapil) of the Ministry of Home Affairs recorded that 3,055 civil\ndocuments belonging to residents affected by the disaster had been\nsuccessfully reissued as of Tuesday (25\/8) at 22:30 WITA. This figure\ncontinues to grow as field services remain ongoing.<\/p>\n<p>The magnitude 7.7 earthquake, centred in Nagekeo Regency on 15 August\n2026 at 04:58 WIB, caused more than 100 deaths, injured 1,603 people,\nand displaced over 180,000 residents.<\/p>\n<p>To assist communities affected by the disaster in NTT, Ditjen\nDukcapil of the Ministry of Home Affairs established an Emergency\nResponse Team for the NTT Earthquake, deployed across seven regencies\nstarting 24 August 2026.<\/p>\n<p>During two days of mobile population administration services\n(Adminduk) at disaster sites, Ditjen Dukcapil issued 3,055 population\nand civil registration documents. This achievement resulted from the\nwork of the Ditjen Dukcapil Emergency Response Team, fully supported by\nlocal Dukcapil offices. Services were deployed simultaneously in seven\naffected regencies: East Manggarai, Nagekeo, Manggarai, Ende, Ngada,\nSikka, and West Manggarai.<\/p>\n<p>Director General of Dukcapil, Teguh Setyabudi, emphasised that\nrestoring population administration documents at disaster sites is an\nurgent need so that displaced residents do not lose their basic\nrights.<\/p>\n<p>\u201cPopulation documents such as electronic ID cards (KTP-el) and Family\nCards (Kartu Keluarga) are often lost or damaged, buried under buildings\nwhen disasters occur. Yet these documents are the primary key for\nresidents to access logistical aid, health services, and housing\nrehabilitation. The state is present directly at evacuation posts so\nthat residents\u2019 civil administration matters can be resolved on the spot\nwithout any fees,\u201d Teguh stated in a written statement on Wednesday\n(26\/8\/2026).<\/p>\n<p>This mobile service approach also serves as a solution to the\nparalysis of some Dukcapil services in the regions due to the\nearthquake. In several regencies, the server rooms of Dukcapil offices\ncollapsed, and a number of computers, printers, and KTP-el recording\ndevices were severely damaged. Meanwhile, electricity and internet\nnetworks in several sub-districts were completely cut off, making access\nto services at sub-district offices impossible.<\/p>\n<p>These conditions prompted Ditjen Dukcapil to bring portable equipment\nand satellite internet networks directly to evacuation sites, rather\nthan waiting for residents to come to offices that were partly no longer\noperating normally.<\/p>\n<p>Teguh explained that the movement patterns of field officers are\nadapted to the geographical conditions and distribution of evacuation\ncentres.<\/p>\n<p>\u201cEach field team is equipped with portable recording and printing\ndevices, supplies of blank KTP-el cards, and satellite internet\nnetworks. We are not opening static services waiting for residents to\ncome, but rather sweeping evacuation posts and affected villages so that\nprinting of electronic ID cards, Family Cards, Birth Certificates, and\nother population documents can be handed directly to applicants,\u201d said\nTeguh.<\/p>\n<p>For the community, the presence of this mobile service provides\ndirect benefits. Residents do not need to travel long distances to\nsub-district or regency offices, some of which were damaged by the\nearthquake; there is no charge; and they do not have to queue for days\namid limited evacuation conditions.<\/p>\n<p>The documents issued can also be used immediately for various urgent\npost-disaster needs, such as collecting logistical and social\nassistance, registering for health services and treatment at medical\nposts, re-enrolling schoolchildren affected by the earthquake, and\nprocessing claims for home repair assistance and settlement\nrehabilitation.<\/p>\n<p>To obtain this service, residents simply need to visit the nearest\nevacuation post or civil administration service tent during the\nimplementation period of 24-27 August 2026 without prior registration.\nOfficers will verify residents\u2019 population data even if physical\ndocuments such as old KTP-el cards or Family Cards have been lost or\ndamaged.<\/p>\n<p>Residents requiring further information can contact Halo Dukcapil\n168, access the website dukcapil.kemendagri.go.id, or submit complaints\nthrough kemendagri.lapor.go.id.<\/p>\n<p>Secretary of Ditjen Dukcapil, Hani Syopiar Rustam, who directly led\nthe service team in West Manggarai Regency, added that in addition to\nproviding direct emergency document issuance services, Ditjen Dukcapil\nalso handed over grants of equipment and blank KTP-el logistics to local\noffices.<\/p>\n<p>This step was taken to ensure that Dukcapil offices in affected areas\nretain adequate operational capacity to continue restoring residents\u2019\ndocuments during the emergency response period, even after the central\nteam completes its field assignment.<\/p>\n<p>Additionally, the Head of Sub-directorate for Population\nAdministration Information Security at the Directorate of IDKN,\nMensuseno, along with a technical team acting as agents, also conducted\nPerlinsos registration services in Robo Village, Welak District, West\nManggarai, since Tuesday (25\/8\/2026).<\/p>\n<p>As of today, Perlinsos registration is still ongoing and more than\n100 families have successfully registered for Digital Perlinsos.<\/p>",
