Drilling permit hampered by law<\/p>\n
TANGERANG: Illegal underground drilling is rampant in the
\nabsence of effective bylaws in the Tangerang muncipality.<\/p>\n
Chief of the municipal environmental agency, M. Akip, admitted
\nThursday that hundred of industrial firms had illegally drilled
\ndeep wells.<\/p>\n
He said that though the agency could issue permits for
\nunderground drilling, there were no bylaws that stipulated the
\ndrilling permit application process.<\/p>\n
The situation has confused contractors, who wish to abide by
\nthe law.<\/p>\n
\"I want to abide by the law and that's why I applied for the
\npermit before taking contracts or ground water drilling
\nprojects,\" drilling contractor Bambang Sumitro said.<\/p>\n
He said the permits were issued by the Directorate of
\nEnvironmental Management Geology (GTL) in Bandung before regional
\nautonomy took effect in January 2000.<\/p>\n
Unlike the municipality, the Tangerang regency has no problems
\nrelated to the issuance of ground water drilling permits.<\/p>\n
Pahala Sirait, chief of ground water at the regional
\nenvironmental agency said the regency administration had issued
\nbylaw No. 6\/2002 on ground water use.<\/p>\n
\"The bylaw was approved by the regency council in July and now
\nwe are ready to serve contractors who want to apply for ground
\nwater drilling permits,\" he said. --JP<\/p>",
