        "content": "<p>Martin Manurung, deputy chair of the DPR\u2019s Legal Commission (Baleg),\nhas disclosed developments in discussions regarding the draft Domestic\nWorker Protection Law (RUU PPRT). In the latest draft, the legislation\nwill regulate BPJS coverage and employment relationships between\ndomestic workers (PRT) and employers.<\/p>\n<p>Manurung made these comments during a Legal Commission joint session\nwith the Ministry of Manpower at the Parliament Complex in Senayan,\nJakarta, on Wednesday, 11 March 2026. He stated that the latest draft of\nthe RUU PPRT incorporates several refinements compared to previous\nversions.<\/p>\n<p>He explained that these changes result from input gathered during\nconsultations with various stakeholders invited to the Legal Commission\ndiscussions. He outlined five key areas of refinement.<\/p>\n<p>\u201cFirst, we have strengthened the rights and obligations of each party\nbased on feedback from all stakeholders we\u2019ve invited to the Legal\nCommission, including employers, domestic workers themselves, and\ndomestic worker placement agencies,\u201d he said.<\/p>\n<p>\u201cSecond, we have also strengthened the role of neighbourhood\nassociations (RT RW) and village administrations in efforts to protect\ndomestic workers and all parties involved in this draft law,\u201d he\nadded.<\/p>\n<p>Additionally, the RUU PPRT will facilitate dispute resolution between\nparties through mechanisms outside the court system. Manurung\ncharacterised this approach as an effort to prevent case backlogs in\ncourts and provide faster legal certainty.<\/p>\n<p>The commission has also synchronised criminal sanctions provisions in\nthe RUU PPRT with several other laws, including the Criminal Code\n(KUHP), the Law on the Elimination of Domestic Violence (UU KDRT), the\nLaw on the Crime of Human Trafficking (TPPO), and the Child Protection\nLaw.<\/p>\n<p>\u201cWe are not duplicating regulations already established in other\nlaws,\u201d he explained.<\/p>\n<p>He emphasised that another primary focus of the RUU PPRT is to\nestablish domestic workers\u2019 status as employees, regulate employment\nrelationships between parties, and provide clearer protection for\ndomestic workers.<\/p>\n<p>\u201cFifth, we have also established employment relations that allow\ndirect recruitment agreements without requiring written documentation;\nhowever, written agreements are required when recruiting domestic\nworkers through domestic worker placement agencies,\u201d he clarified.<\/p>\n<p>\u201cThis is based on the family-based principles that underpin this law.\nThere is no attempt to industrialise employment relationships across all\ndomestic workers and employers,\u201d he added.<\/p>\n<p>Furthermore, Manurung stated that the RUU PPRT will also regulate\nsocial security provisions for domestic workers through BPJS. He noted\nthat BPJS already has products accessible to domestic workers with\nrelatively affordable contributions.<\/p>\n<p>\u201cBPJS has explained that they already have existing products for\ndomestic workers. I cannot recall the exact amount, but if I recall\ncorrectly, it is approximately 16,000 rupiah. Combined with BPJS\nEmployment and BPJS Health contributions, the total is approximately\n50,000 rupiah,\u201d he stated.<\/p>\n<p>\u201cWith a contribution of 50,000 rupiah, both employers and domestic\nworkers gain certainty. If a work-related accident occurs or the\ndomestic worker falls ill, the employer need not cover additional costs\nas BPJS will handle it directly,\u201d he concluded.<\/p>",
