Draft bill to codify foreign affairs submitted<\/p>\n
JAKARTA (JP): A draft bill to codify Indonesia's foreign
\naffairs was submitted here on Tuesday to the House of
\nRepresentatives for deliberation.<\/p>\n
\"With the law, it is hoped that our foreign affairs will be
\nmore efficient, directed and coordinated,\" Minister of Foreign
\nAffairs Ali Alatas told the House's plenary session presided over
\nby Deputy House Speaker Hari Sabarno.<\/p>\n
The law also is aimed at protecting the interests of
\nIndonesian citizens and corporate bodies abroad, Alatas said in
\nan opening statement for the bill's deliberation.<\/p>\n
\"The law will only regulate basic matters,\" he added.<\/p>\n
The draft law consists of 41 articles, eight of which deal
\nwith the core issues of regulating foreign affairs.<\/p>\n
Points of the bill to be debated by members of the House
\ninclude the following:<\/p>\n
* the appointment of officials assigned to administer foreign
\naffairs; the opening and closing of diplomatic or consular posts
\nin foreign countries; Indonesia's entrance and departure from
\ninternational bodies; the sending of troop on peacekeeping
\nmissions abroad; procedures for the establishment of cultural
\ncenters abroad or foreign cultural centers in Indonesia (these
\npoints will be in chapter two of the bill).<\/p>\n
* the formulation and ratification of international agreements
\nwhich are binding to Indonesia (chapter three).<\/p>\n
* the awarding of diplomatic immunity and other rights to foreign
\ndiplomatic representatives, United Nations representatives,
\nmembers of UN special bodies and other international bodies
\n(chapter four).<\/p>\n
* the government's duty to protect the interests of Indonesian
\ncitizens and corporate bodies abroad; the duty of Indonesian
\ndiplomatic representatives abroad to foster unity and harmony
\namong Indonesians abroad as well as giving protection to
\nIndonesians abroad who are in danger; the duty of diplomatic
\nrepresentatives abroad in charge of administrative affairs,
\nincluding marriages, divorces, births and deaths (chapter five).<\/p>\n
* the procedures for granting asylum (chapter six).<\/p>\n
* the apparatus of the foreign affairs ministry; for example, the
\nduties of authorities in conducting foreign affairs (chapter
\nseven).<\/p>\n
* the giving and acceptance of letters of credential (chapter
\neight).<\/p>\n
Meanwhile, at the foreign affairs ministry on Tuesday, a new
\nspokesman was sworn in. Sulaiman Abdulmanan replaces Ghaffar
\nFadyl as the director for information affairs.<\/p>\n
In the 1970s, Abdulmanan worked as the foreign affairs editor
\nfor Antara news agency.<\/p>\n
He received his masters in political science from Ohio State
\nUniversity in 1979. A father of four, Abdulmanan's earlier
\nforeign assignments included stints as director of information
\naffairs at Indonesian embassies in Tehran, Brussels and Paris.
