        "content": "<p>JAKARTA, KOMPAS.com - Chair of Commission XIII of the Indonesian\nHouse of Representatives, Willy Aditya, revealed that the Draft Law on\nProtection of Domestic Workers (RUU PPRT) will regulate a ban on the\npractice of channeling domestic workers through foundations. According\nto Willy, until now many placement agencies for domestic workers have\nused entities in the form of foundations, even though the practice is\ncommercial. \u2018For those who are placed by these labour-placement\nagencies, they must have a legal entity status. So far, many are\nfoundations. It cannot be that they are businesses yet hide behind a\nfoundation. It cannot be. So those who are placed through\nlabour-placement agencies must be given legal certainty; they must be\nlegally incorporated,\u2019 Willy said when contacted on Wednesday (4 March\n2026). He assessed that to date there are still practices pointing\ntowards modern slavery. \u2018Because in the modern era there are still\nprocesses like slavery, that is. This is what must be given a strong\nwarning: there must be no modern slavery.\u2019 Willy said that domestic\nworkers have not yet had certainty regarding access to BPJS if they fall\nill or experience job risks. \u2018So, will we include them in the PBI\n(Penerima Bantuan Iuran) group? That is what must be calculated; absorb\nthe aspirations to invite several parties to calculate that. They should\nbe treated as what they will be,\u2019 he explained. The NasDem politician\nadded that the status of domestic workers not yet recognised in the\nLabour Act is one of the issues that has not yet reached a consensus.\n\u2018If because they are not recognised in the Labour Act, during the\nprevious period there was a proposal that their status would be citizens\nonly\u2014that became a sticking point that has not been resolved yet,\u2019 he\nconcluded. The domestic workers\u2019 work area being domestic and private\nmakes government oversight limited, thereby making them vulnerable to\ndiscrimination, exploitation, and even violence. Since 2004, the PPRT\nBill has repeatedly appeared on the national legislative programme\n(prolegnas) in every DPR period. However, until the end of the DPR term\n2019-2024, the statute had not been passed. President Prabowo Subianto\nhad previously stated his commitment to pushing the approval of the PPRT\nBill. In the May Day commemoration at Monas square, Jakarta, on Thursday\n(1 May 2025), Prabowo said discussion of the Bill would soon begin in\nthe DPR. \u2018We will soon pass the Draft Law on Protection of Domestic\nWorkers. The Deputy Speaker of the DPR present, Mr Sufmi Dasco Ahmad,\nreported to me that next week this Bill will soon begin to be\ndiscussed,\u2019 he said. Most recently, Deputy Speaker of the DPR, Sufmi\nDasco Ahmad, stated that the DPR would soon resume the public hearing on\nthe PPRT Bill. \u2018Yes, as of the 5th, we will begin public hearings for\nPPRT, and after Eid, together with the Labour Act, we will hold public\nhearings because this also discusses several sensitive issues and must\nbe agreed by the parties, so we will hold it regularly,\u2019 Dasco said at\nthe DPR building on Tuesday (3 March 2026).<\/p>",
