The Deputy Speaker of the House of Representatives (DPR) RI, Cucun\nAhmad Syamsurijal, has revealed that the draft Asset Forfeiture Bill\ncannot yet be released to the general public. According to him, the DPR\nis still in the process of refining the initial draft before proceeding\nto more in-depth discussion stages.<\/p>\n
Cucun explained that releasing the draft to the public before the\ninternal finalisation process is complete risks triggering\nmisunderstandings regarding the substance of the regulation. He\nemphasised the importance of precision during this early stage.<\/p>\n
\u201cThere is still the refinement stage, the formulation and\nsynchronisation teams have not finished their work. It would actually be\ndangerous if it were opened before the formulation and synchronisation\nteams are done, as it could lead to misinterpretation later,\u201d Cucun\nstated at the DPR RI Senayan Building on Tuesday (1\/9).<\/p>\n
Furthermore, Cucun explained that the Asset Forfeiture Bill must\nundergo a series of formal procedures before the manuscript is declared\nready for open discussion. One crucial point in this process is the\npreparation and discussion of the List of Problem Inventories (DIM).<\/p>\n
\u201cThe DIM is part of the academic paper, as this is a new law,\u201d he\nadded.<\/p>\n
In addition to the technical issues of refinement, Cucun highlighted\nthe phenomenon of various versions of the Asset Forfeulture Bill draft\ncirculating among the public. This is a primary consideration for the\nDPR in not rushing to release the official document. He expressed\nconcern that the public might use invalid drafts as a primary reference\nin assessing the substance of the policy.<\/p>\n
\u201cWe must not, otherwise it will lead to misinterpretation, as various\ndrafts are already circulating,\u201d Cucun asserted.<\/p>\n
On the other hand, the DPR\u2019s policy to withhold the draft has\nreceived a response from community groups. The Pati United Community\nAlliance (AMPB) has openly urged the DPR and the government to\nimmediately disseminate the draft Asset Forfeiture Bill so that the\npublic can monitor the discussion process from an early stage.<\/p>\n
AMPB Coordinator, Teguh Istiyanto, believes that public involvement\nis crucial so that the bill\u2019s material can be comprehensively reviewed\nby various parties, ranging from academics to legal experts.<\/p>\n
\u201cNow is the time for figures, academics, scholars, scientists, and\nlegal experts to step forward and oversee its contents,\u201d Teguh said in\nan official statement on Sunday (30\/8).<\/p>\n
Teguh emphasised that transparency regarding this draft is vital so\nthat the public has the space to research and provide corrections. This\nensures that by the time the law is passed, the material is fully mature\nand publicly tested.<\/p>\n
\u201cFurthermore, please disseminate the draft so the entire community\ncan read, research, and correct it, so that when it is eventually\npassed, the material is mature,\u201d he concluded.<\/p>\n
Deputy Speaker of the DPR Saan Mustopa ensured that the space for\npublic input on the Asset Forfeiture Bill remains open through Public\nHearing Meetings (RDPU). The target for ratification is 15 December\n2026.<\/p>\n
The discussion of the Asset Forfeiture Bill is considered to have not\nyet met the principles of transparency and meaningful public\nparticipation.
