The Legislative Body (Baleg) of the House of Representatives (DPR RI)\nhas agreed to make the bill on the Second Amendment to Law Number 23 of\n2006 concerning Population Administration (the Population Administration\nBill) an initiative proposal. The bill sets out sanctions for\nadministrators who fail to protect an individual\u2019s data.<\/p>\n
The Chair of the Special Committee (Panja) for the Population\nAdministration Bill, Martin Manurung, initially presented a number of\nsubstantive points from the drafting at a meeting in the Baleg room at\nthe DPR building in Senayan, Jakarta, on Monday (7\/9\/2026). He said the\nbill covers improvements to the definition of personal data through to\npopulation administration based on an integrated digital active\nstelsel.<\/p>\n
\u201cPopulation administration based on an integrated digital active\nstelsel must be carried out by the central government, provincial\ngovernments and district\/municipal governments,\u201d said Martin.<\/p>\n
The bill, he said, also provides for administrative sanctions against\nadministrators who fail to protect population data. Notably, the\ncriminal penalty for users and officials who unlawfully disseminate\npopulation data is set at six years.<\/p>\n
\u201cSecond, the revision of the wording of Article 131 paragraph 2 as\nfollows: administrators who fail to protect population data shall be\nsubject to administrative sanctions in the form of a fine, the amount of\nwhich shall be determined by government regulation,\u201d said Martin.<\/p>\n
\u201cThird, the improvement of criminal sanctions for users and officials\nwho unlawfully disseminate population data in Article 138, set at six\nyears,\u201d he added.<\/p>\n
He said the central government and the DPR, through its working\norgans, are obliged to monitor and evaluate the implementation of this\nlaw two years after its enactment.<\/p>\n
\u201cThe leadership and members of the Legislative Body and the proposing\nrepresentatives, based on the technical aspects of formulation, the\nsubstance of the bill and the principles of law-making, the Panja is of\nthe view that the bill on Population Administration has been fully\ndeliberated at the Panja level, and the Panja submits its decision to\nthe plenary of the Legislative Body at this time,\u201d he added.<\/p>\n
Each faction in the DPR then expressed its views on the Population\nAdministration Bill. The Chair of the DPR\u2019s Legislative Body, Bob Hasan,\nsubsequently asked for approval on whether the bill would be agreed as\nan initiative proposal to be taken to the DPR\u2019s plenary session.<\/p>\n
\u201cNext, once again, we ask for the approval of the members of Baleg,\nafter hearing the views of the factions.
