        "content": "<p>Deputy Chairman of DPR RI\u2019s Commission VIII, Singgih Januratmako, has\nresponded to the proposal for a \u2018ticket war\u2019 mechanism for future hajj\nimplementations put forward by Minister of Hajj and Umrah Mochamad Irfan\nYusuf (Gus Irfan). Singgih questioned the fate of prospective pilgrims\nwho have been waiting for departure for 26 years.<\/p>\n<p>\u201cIt could be possible (the hajj \u2018ticket war\u2019 proposal) but it must be\nproperly studied because what about those who have been queuing for 26\nyears?\u201d said Singgih to reporters on Saturday (11\/4\/2026).<\/p>\n<p>This Golkar legislator also raised the issue of whether regulations\nfrom the Saudi Arabian government align with the proposal if\nimplemented. He stated that the proposal from the Ministry of Hajj must\nbe carefully considered.<\/p>\n<p>\u201cWhat about the Saudi government? Because they have Nusuk. Everything\nmust be fully purchased on Nusuk first before the visa is issued. So\nthis is like independent hajj,\u201d said Singgih.<\/p>\n<p>Member of Commission VIII of the DPR, Atalia Praratya, also\nhighlighted the proposal from the Ministry of Hajj regarding the\nimplementation of the hajj pilgrimage. She stated that the solution\npresented by the Ministry of Hajj must not arise from haste.<\/p>\n<p>\u201cWe all agree that waiting nearly three decades is too long a time.\nHowever, the solution must not arise from haste that instead creates\nbigger new problems. Returning the hajj system to a ticket war mechanism\nor \u2018fast race\u2019 like before 2017 is a major setback for hajj governance\nreform in Indonesia,\u201d said Atalia.<\/p>\n<p>Atalia highlighted Gus Irfan\u2019s statement proposing a \u201cwhoever pays\nquickly, departs\u201d system. According to her, this idea contradicts Law\nNo.\u00a014 of 2025 on the Implementation of Hajj and Umrah Worship, which\nadopts the first-come-first-serve principle based on the registration\nportion number (NOPORS).<\/p>\n<p>\u201cWhat about the mothers in the villages who have been saving for 20\nyears? What about our grandparents who are not tech-savvy? They will be\nsidelined,\u201d said Atalia.<\/p>\n<p>Atalia stated that the current queuing system allows the initial\ndeposit funds from pilgrims amounting to Rp 25 million to be managed\nproductively by the Hajj Financial Management Agency (BPKH). It is the\nbenefits from this management, she said, that have been used to\nsubsidise hajj costs, thus keeping the Hajj Implementation Cost (BPIH)\nlow.<\/p>\n<p>\u201cIf the queuing system is abolished and returns to a full lump-sum\ndeposit system, the hajj funds reaching hundreds of trillions will dry\nup. Who will subsidise the pilgrims? Will hajj costs rise drastically?\u201d\nshe said.<\/p>\n<p>Previously, the Ministry of Hajj was studying a radical breakthrough\nto address the hajj queuing issue that has lasted for decades. One of\nthe ideas that emerged was to implement a \u2018ticket war\u2019 mechanism or\ndirect registration system without long queues, similar to the hajj\ndeparture process in the past.<\/p>\n<p>Indonesia\u2019s Minister of Hajj and Umrah Gus Irfan revealed that this\nidea stems from progressive thinking within the Ministry, including from\nthe Deputy Minister of Hajj and Umrah. The aim is to find a solution so\nthat prospective pilgrims do not have to wait too long to depart to the\nHoly Land.<\/p>\n<p>\u201cIs there a need for such a long queue? Shouldn\u2019t we think about\nreturning to the era before BPKH existed? Before BPKH, Insyaallah there\nwas no queue,\u201d said the Minister at the National Working Meeting\n(Rakernas) for Hajj Implementation Consolidation for 1447 H\/2025 M held\nat the Grand El Hajj Hajj Dormitory (Cipondoh Hajj Dormitory),\nTangerang, Banten on Wednesday (8\/4\/2026).<\/p>\n<p>In this \u2018ticket war\u2019 scheme, the government will later announce the\nhajj costs for the current year and open registration on a specific\ndate.
