Indonesian lawmakers have cautioned the National Nutrition Agency (BGN) regarding its plan to donate electric motorcycles, originally procured for free meal programme kitchens, to honorary teachers. Members of the House of Representatives (DPR) raised concerns about the vehicles' legality, lack of after-sales service, and potential to burden the recipients. The controversy follows earlier criticism over the procurement process, including allegations of price mark-ups and the purchase of unsuitable assets.

The House of Representatives (DPR) has responded to the National
Nutrition Agency’s (BGN) plan to donate electric motorcycles to honorary
teachers. The motorcycles were originally purchased for the heads of the
Nutrition Fulfilment Service Units (SPPG), which manage kitchens for the
Free Nutritious Meals programme. Member of Commission IX DPR, Lalu
Hadrian Irfani, stated that the donation could be interpreted as a form
of appreciation for educators who are still non-civil servants. However,
he urged that the gifted electric motorcycles should not add to the
burden of honorary teachers. He also highlighted concerns that the brand
of electric motorcycle initially bought for the free meal kitchen heads
lacks service centres. ‘Ensure that the motorcycles can be used, because
circulating information suggests that some parts of the motorcycles are
still in the assembly process,’ he said at the DPR complex in Jakarta on
Tuesday, 23 June 2026. The National Awakening Party politician also
warned about the legal status of the motorcycles. He insisted that
before the electric motorcycles are distributed to honorary teachers,
there should be no connection to any ongoing legal issues. ‘We remind
you, please go ahead (with the donation), as long as it does not violate
any rules or regulations,’ Lalu said. The plan to donate the electric
motorcycles to honorary teachers was revealed by Deputy Chairman of
Commission IX DPR, Yahya Zaini. He stated that the plan was conveyed by
BGN Deputy Head Agustina Arumsari during a meeting with the commission.
Yahya expressed support for the donation plan, calling it a solution to
ensure assets already purchased with state funds still provide benefits
to the public. However, the Golkar Party politician admitted he had
disagreed with the procurement of electric motorcycles for SPPG
operations from the outset. He argued the vehicles did not meet the
needs of the kitchen managers, as they do not require mobility for their
work. He also highlighted the lack of information received by Commission
IX regarding the procurement, stating that the DPR never received a
report on the purchase, which hampered its oversight function.
‘Commission IX never received a report or information regarding the
procurement of these electric motorcycles,’ he said. Beyond questioning
the urgency of the procurement, Yahya criticised the selection process
of the supplying company, which he claimed lacked a professional dealer
network and adequate after-sales service. He also alluded to allegations
of price mark-ups in the procurement. In a separate occasion, BGN Deputy
Head Agustina Arumsari stated that all goods procured in 2025 had been
reviewed one by one and would be utilised to the maximum. She emphasised
that BGN does not want to repeat past mistakes, particularly regarding
procurement of goods or spending that is not beneficial. ‘This is also a
form of budget efficiency,’ she said on Thursday, 18 June 2026.
",
