        "content": "<p>The methods used in human trafficking (TPPO) are becoming\nincreasingly complex, with many victims departing via official routes\nusing complete documentation, yet their intended destinations are\nmanipulated by recruitment networks.<\/p>\n<p>This was stated by Maruli Siahaan, a member of the DPR\u2019s Commission\nXIII, during a hearing (RDP) with the Directorate General of Human\nRights Compliance, Directorate General of Immigration, National Human\nRights Commission (Komnas HAM), National Commission on Violence against\nWomen (Komnas Perempuan), and the Witness and Victim Protection Agency\n(LPSK) at the Parliament Complex in Senayan, Jakarta, on Monday, 25 May\n2026.<\/p>\n<p>Maruli assessed that this situation demands a more adaptive\nrisk-mitigation-based surveillance system, particularly at international\ndeparture points.<\/p>\n<p>\u2018We can no longer rely solely on routine administrative checks. Many\nTPPO victims depart with complete documentation but are exploited in\ntheir destination countries. The state must intervene early to prevent\ncitizens from becoming victims,\u2019 Maruli said, citing a DPR press release\ndated 27 May 2026.<\/p>\n<p>He highlighted several indicators requiring attention, including the\nproductive age range of 18 to 35 years, destinations in TPPO-prone\ncountries, sudden ticket purchases, lack of valid employment contracts,\nand tourist visas suspected of being used for work.<\/p>\n<p>According to him, such patterns have repeatedly been observed in\ncases involving Indonesian nationals exploited abroad.<\/p>\n<p>Maruli also called for dedicated anti-TPPO officers at major\ninternational departure points such as Soekarno-Hatta, Kualanamu, Batam,\nSurabaya, Entikong, and Nunukan airports. These officers should not only\nverify documents but also conduct brief interviews with high-risk\npassengers to ensure safe and procedural departure intentions.<\/p>\n<p>Countries and regions considered high-risk include Myanmar, Laos,\nCambodia, Thailand\u2014which often serve as illegal transit routes\u2014and\ncertain areas in the Middle East.<\/p>\n<p>He proposed additional requirements, such as return tickets to\nIndonesia for departures suspected of visa misuse or non-procedural\ntravel.<\/p>\n<p>\u2018In many TPPO cases, these networks cannot operate without system\nleaks. Therefore, internal oversight must be strengthened seriously and\ntransparently,\u2019 Maruli stressed.<\/p>\n<p>He stated that preventing TPPO requires a coordinated approach\nthrough strengthened immigration oversight, human rights protection,\nvictim support, and inter-agency coordination.
