        "content": "<p>Kupang, NTT (ANTARA) - Deputy Chairman of Commission XIII of the\nHouse of Representatives (DPR RI), Andreas Hugo Pareira, believes the\nEast Nusa Tenggara (NTT) provincial government should optimise the\nharmonisation of regional legal products by involving the Law Ministry\u2019s\nRegional Office (Kanwil Kemenkum) in NTT.<\/p>\n<p>According to him, this optimisation is to ensure every regional\nregulation aligns with higher-level legislation and provides legal\ncertainty for the public.<\/p>\n<p>\u201cIf there is no coordination for this harmonisation, then the\nregulations produced end up being ineffective or unimplementable, or\nthere are problems,\u201d Andreas said during a working visit to the Law\nMinistry\u2019s Regional Office in NTT, in Kupang, on Wednesday.<\/p>\n<p>He said Commission XIII of the DPR RI is also encouraging the Law\nMinistry to strengthen the regulation of law-making by mandating\nharmonisation as a requirement before regional legal products are\nenacted and promulgated.<\/p>\n<p>In addition, Commission XIII is pushing to reinforce the Law\nMinistry\u2019s authority in the promulgation process for regional\nregulations and regional head regulations, in order to achieve legal\ncertainty and regulatory harmonisation.<\/p>\n<p>\u201cThe provincial government and the Law Ministry\u2019s Regional Office\nshare joint responsibility in the formation of regional legal products,\u201d\nhe said.<\/p>\n<p>The Head of the Law Ministry\u2019s Regional Office in NTT, Silvester Sili\nLaba, said his office continues to encourage regional governments to\noptimise the harmonisation of legal products before they are\nenacted.<\/p>\n<p>He said the results of the NTT Kanwil Kemenkum\u2019s inventory and review\nshowed that there is still NTT Provincial Regulation Number 1 of 2024 on\nRegional Taxes and Levies, as well as 38 NTT Governor Regulations issued\nduring 2025, that were not submitted for harmonisation.<\/p>\n<p>He said the NTT Kanwil Kemenkum had sent a letter to the NTT Governor\non 31 October 2025. However, there remain gubernatorial regulations that\nhave been promulgated without going through the harmonisation stage.<\/p>\n<p>Silvester emphasised that harmonisation is important to ensure\nregional legal products align with higher-level legislation, avoid\nformal legal defects, and provide legal certainty in their\nimplementation.<\/p>\n<p>He noted that from 2024 up to 21 July 2026, the NTT Kanwil Kemenkum\nhas completed the harmonisation of 372 draft regional legal products,\ncomprising 209 draft regional regulations, 140 draft regional head\nregulations, and 23 draft regional parliamentary (DPRD) regulations.<\/p>\n<p>\u201cThe entire harmonisation process was completed within one working\nday as an effort to accelerate the formation of high-quality regional\nlegal products,\u201d he said.<\/p>",
