        "content": "<p>Jakarta (ANTARA) - House of Representatives Commission II member Romy\nSoekarno has asked the government to ensure that the ongoing policy to\nimprove the employment status of teachers with Government Employee Work\nAgreements (PPPK) also becomes a momentum for reforming national\neducation human resource governance.<\/p>\n<p>According to him, there have been structural problems in teacher\nmanagement, particularly regarding the distribution of teaching staff,\nregional fiscal capacity disparities, and the suboptimal alignment\nbetween teacher needs and civil servant formation planning.<\/p>\n<p>\u201cTeachers are strategic instruments of human development. Therefore,\nteacher governance must not merely follow administrative government\nboundaries, but must follow national education needs,\u201d Romy said in\nJakarta on Friday.<\/p>\n<p>He said that transferring part of the management of PPPK teachers to\nbecome central civil servants could be a momentum to build a more\nintegrated national teacher management system.<\/p>\n<p>The central government, he said, needs to have a more accurate\ndatabase of teacher needs, while ensuring the distribution of teaching\nstaff based on the real needs of each region. However, he assessed that\nthis policy must be implemented with the principles of fairness,\nmeritocracy, and regional affirmation.<\/p>\n<p>On the other hand, he said that teachers who have long served in\nunderdeveloped, frontier, and outermost (3T) areas, island regions,\nborder areas, and areas experiencing teacher shortages must receive\nattention and priority.<\/p>\n<p>He said the reform of employment status must not result in a\nconcentration of teachers in economically relatively advanced regions,\nwhile the areas that need them most continue to experience teacher\nshortages.<\/p>\n<p>\u201cI encourage the government to use teacher needs data based on region\nand subject, not just an administrative approach in determining\nformations and placements,\u201d he said.<\/p>\n<p>In principle, he also appreciated the government\u2019s step in preparing\na selection policy for PPPK teachers to become part of the central civil\nservice under the Ministry of Primary and Secondary Education. The\npolicy is important as a form of career certainty and appreciation for\nteachers\u2019 service.<\/p>\n<p>\u201cHowever, that support must be accompanied by oversight of three main\naspects, namely status certainty, equitable teacher distribution, and\nthe sustainability of state finances,\u201d he said.<\/p>",
