        "content": "<p>Jakarta \u2014 A member of Commission II of the People\u2019s Consultative\nAssembly, Zulfikar Arse Sadikin, has urged the discussion of the\nConstitutional Court\u2019s decision on Law No.\u00a012 of 1980 concerning\ngovernment officials\u2019 pensions to be handled by a Special Committee.<\/p>\n<p>\u201cWhere would this be best discussed? Perhaps in Commission XI and II.\nIf possible, a Special Committee would be better, so we can hear more\naspirations from DPR members themselves,\u201d Zulfikar stated in Jakarta on\nTuesday.<\/p>\n<p>Through decision No.\u00a0191\/PUU-XXIII\/2025, the Constitutional Court\ndeclared Law No.\u00a012 of 1980 on the Financial and Administrative Rights\nof Leaders and Members of the Highest and High State Institutions, as\nwell as Former Leaders and Members thereof, unconstitutional unless\namended within two years.<\/p>\n<p>Zulfikar expressed the view that the law is outdated and requires\nrevision to remain relevant with contemporary developments. \u201cThis\ndeserves evaluation from the Constitutional Court\u2019s decision. We\u2019ll see.\nIn my opinion, the law should be revised because it is too old. It\nshould be adjusted to developments in our times and aligned with public\naspirations\u2014how the finances, protocol, and administration of state\nofficials should be more proportional,\u201d he said.<\/p>\n<p>Zulfikar further emphasised that the DPR, as the legislative body,\nwill follow up on the Constitutional Court\u2019s decision. \u201cIndonesia is a\nstate based on law. Since the law has decided, we must all comply.\nEspecially since the Constitutional Court\u2019s decision is stated in\nlegislation to be final and binding. Hopefully within the timeframe set\nby the Constitutional Court, the legislators\u2014the DPR and President\u2014can\nadjust Law No.\u00a012 of 1980,\u201d he stated.<\/p>\n<p>The Constitutional Court declared that Law No.\u00a012 of 1980 on the\nFinancial and Administrative Rights of Leaders and Members of the\nHighest and High State Institutions, including former leaders, is no\nlonger relevant. Through decision No.\u00a0191\/PUU-XXIII\/2025, the Court\nruled that the law, which regulates pension rights for leaders and\nmembers of state institutions including the MPR and DPR, is\nunconstitutional unless amended within a maximum of two years.<\/p>\n<p>Constitutional Court Chief Suhartoyo stated in Jakarta on Monday: \u201cWe\ndeclare Law No.\u00a012 of 1980 contradicts the 1945 Constitution and has no\nbinding legal force conditionally, insofar as it is not replaced with a\nnew law within a maximum of two years from the pronouncement of this\ndecision.\u201d<\/p>\n<p>The Court found that the law has lost relevance due to new\ndevelopments in state administration. Law No.\u00a012 of 1980 no longer\naligns with the structure of state institutions under the 1945\nConstitution.<\/p>",
