A member of Commission II of the House of Representatives (DPR RI)\nfrom the PDI Perjuangan faction, Deddy Yevri Sitorus, highlighted the\ncase of a chicken thief who was beaten to death by a mob in Tabanan,\nBali. He asked regional governments to share responsibility for ensuring\npublic safety.<\/p>\n
Deddy raised the matter during a working meeting of Commission II of\nthe DPR RI with the Ministry of Home Affairs at the Parliamentary\nComplex in Senayan, Jakarta, on Thursday (30\/7\/2026). During the\nmeeting, Deddy played several videos of mob attacks that had gone viral\non social media, including the case of a man suspected of stealing\nchickens who died after being beaten by a crowd in Tabanan.<\/p>\n
\u201cThis was in Tabanan. The story goes that the father had not been\nhome for three days, trying to earn money to buy rice and pay for his\nchildren\u2019s schooling. He died pointlessly. The mob treated him like a\nslaughtered chicken. These officials here \u2014 imagine if it were your own\nchild,\u201d he said, as reported by detikNews.<\/p>\n
According to Deddy, the incident shows the need for regional\ngovernments to be present in preventing vigilante acts. He questioned\nthe role of regional heads when acts of violence that killed residents\ntook place.<\/p>\n
\u201cThis country was founded on two things, with clear purposes, sir.\nOne of the most important is to protect the whole nation and the entire\nhomeland of Indonesia. Where is the regional government in this matter?\u201d\nDeddy asked.<\/p>\n
\u201cAre we simply going to blame the police and the TNI? The safety of\nthe people is our collective responsibility, sir, especially that of\nregional heads,\u201d he continued.<\/p>\n
Deddy said regional governments had failed, even though public safety\nshould be a priority.<\/p>\n
\u201cHere the state has failed, sir. The regional government has failed.\nThe assault went on for hours until he died, and no element of\ngovernment was present. And that was across three incidents,\u201d he\nsaid.<\/p>\n
Deddy then asked Home Affairs Minister Tito Karnavian, together with\nthe National Police (Polri), the TNI and regional heads, to sit down\ntogether and draw up standard operating procedures (SOPs) for prevention\nso that similar incidents do not recur.<\/p>\n
\u201cMinister, I am asking for your help. Let us draw up SOPs, sir, on\nhow to avoid incidents like this. Regional heads must be the\ncoordinating node, sir, not just the police,\u201d he said.<\/p>\n
\u201cI ask the Minister to sit down specifically with regional heads to\nwork this out, sir. With Polri, with the TNI. Enough, sir. There have\nbeen four incidents this week alone. People are dying pointlessly \u2014 this\nis supposed to be our state of law,\u201d he continued.<\/p>\n
Minister\u2019s response<\/p>\n
Responding to the matter, Home Affairs Minister Tito Karnavian said\nregional heads have the authority to take decisions related to public\nprotection. According to Tito, regional heads can issue various policies\nbinding on their communities and take action in urgent situations in the\npublic interest.<\/p>\n
\u201c(Regional heads) propose and enact regional regulations (Perda)\ntogether with the regional legislative council (DPRD), and also issue\nPerkada decrees. They also have the authority to make policies that can\nbind the public, and to take certain actions in urgent circumstances\nneeded by the community,\u201d he said.<\/p>\n
Tito said he had checked which party the Tabanan regional head\nbelonged to, and asked Deddy to help remind regional heads of this\nresponsibility.<\/p>\n
\u201cExactly what was conveyed by Mr Deddy Sitorus. The safety of the\ncommunity is the highest law. He mentioned the four viral videos\nearlier, one of which was in Tabanan,\u201d he said.<\/p>\n
\u201cBut I also ask for Mr Deddy\u2019s help \u2014 earlier he asked where the\nregional head was. And please, forgive me, this is just a joke, sir. I\nchecked earlier: who is the regional head of Tabanan, and which party\nare they from? Please, sir, remind the person concerned as well,\u201d Tito\ncontinued.<\/p>\n
Deddy then clarified that the Regent of Tabanan had already provided\nassistance to the victim\u2019s family. The Regent of Tabanan, I Komang Gede\nSanjaya, is known to be a PDIP cadre and chairman of the PDIP branch\n(DPC) in Tabanan.<\/p>\n
\u201cLet me clarify. As soon as I asked, it turned out that immediately\nafter the incident the regent provided compensation, and yesterday they\nstated they would fund the education of the victim\u2019s child. So I hope\nother regions will follow suit, like Sinjai and so on, sir,\u201d he\nsaid.<\/p>\n
\u201cAnd that becomes part of the regional government\u2019s responsibility,\nsir, when the family is indeed poor,\u201d Deddy added.<\/p>\n
Tito said the regional government\u2019s responsibility should not only be\nexercised after an incident, but also through prevention efforts.<\/p>\n
\u201cYes, thank you, sir. Thank you for the post-incident action. But as\na policeman\u2019s son \u2014 I was once a police officer myself \u2014 I know that\nhandling a problem is not only about what happens after the incident.
