JAKARTA - The Chairman of Commission II of the DPR RI, Muhammad\nRifqinizamy Karsayuda, assesses that Indonesia\u2019s population\nadministration (adminduk) system is still lagging behind Malaysia\u2019s.<\/p>\n
\u201cWhy do I describe Malaysia? It\u2019s close to us, and the country gained\nindependence 10 years after us,\u201d said Rifqi in the Commission II DPR\nmeeting room, Jakarta, on Monday (20\/4\/2026).<\/p>\n
Rifqi made this statement while opening the working meeting and\nhearing of opinions (RDP) of Commission II DPR RI with Deputy Minister\nof Home Affairs Bima Arya Sugiarto and his team, with the agenda of\noverseeing population administration.<\/p>\n
According to him, at that time, Malaysian citizens only needed to use\ntheir identity card number (IC Number) for various purposes.<\/p>\n
\u201cBack in 2007, that is 20 years ago, almost 20 years ago, Malaysian\nresidents only needed to remember their IC (Identity Card) Number,\u201d he\nsaid.<\/p>\n
He explained that when conducting transactions like trading in a car,\nresidents were only asked to state their IC Number.<\/p>\n
That number was then verified, including through fingerprints, to\nascertain identity, tax compliance, and even financial capability.<\/p>\n
\u201cHonestly, at that time, I considered it something luxurious and\nspecial. Now, 20 years later, we are still like this, while they have\nprobably advanced much further,\u201d he revealed.<\/p>\n
For example, changes in citizens\u2019 status, such as those who have\npassed away or newly acquired voting rights, are not recorded\nquickly.<\/p>\n
He gave an example that a TNI member who retires one day before\nvoting day should already have voting rights.<\/p>\n
\u201cBecause retirement involves reporting first, and the reporting is\nslow, it ends up potentially eliminating people\u2019s constitutional right\nto vote,\u201d he stressed.<\/p>\n
\u201cThose who have died, who receive a death certificate from the\nvillage head, but that is not digitalised and not updated with the data\nwe have,\u201d he added.<\/p>\n
In this regard, he emphasised that the Working Committee (Panja) for\nthe Population Administration Bill has been formed and approved in\nCommission II DPR RI.<\/p>\n
However, the formal legislation process is still awaiting the\napplicable stages, including a response to the letter from the DPR\nleadership to the President regarding the appointment of government\nrepresentatives to discuss the revision of the Population Administration\nLaw.<\/p>\n
