Jakarta (ANTARA) - The Legislative Body (Baleg) of the Indonesian\nHouse of Representatives (DPR RI) has approved the Draft Law (RUU) on\nAgrarian Reform Regulation to be brought to the next stage, namely the\nDPR RI Plenary Session, to subsequently be enacted into law.<\/p>\n
Deputy Speaker of the DPR RI, Sufmi Dasco, who presided over the\nmeeting, reached this decision after all members of the Legislative Body\nand all political party factions expressed their respective views and\ngranted their approval.<\/p>\n
\u201cWe request the meeting\u2019s approval so that the results of the\ndiscussions on the Agrarian Reform Regulation Bill can be processed\nfurther in accordance with statutory regulations,\u201d said Dasco, which was\nsubsequently agreed upon by meeting participants at the parliamentary\ncomplex, Jakarta, on Monday.<\/p>\n
Meanwhile, the Chairman of the Legislative Body\u2019s Working Committee\n(Panja), Ahmad Iman Sukri, explained that the bill overall consists of\n14 chapters and contains 53 articles. Based on previous discussions, he\nnoted that both the government and the DPR share the same view regarding\nserious concern and attention towards resolving agrarian conflicts\nthrough the acceleration of agrarian reform.<\/p>\n
The substance regulated in the bill includes the management of\nagrarian reform through the state\u2019s right of control to ensure the\nfulfilment, restoration, and recognition of people\u2019s rights over land\nand other agrarian resources, while prioritising their use for agrarian\nreform subjects.<\/p>\n
The bill also mandates the establishment of an agrarian reform\nimplementation agency, which will operate under and be responsible to\nthe President, with authority over planning, implementation,\nsupervision, and the resolution of agrarian conflicts.<\/p>\n
In addition to the formation of the agency, the bill regulates the\nestablishment of a supervisory board to ensure transparency,\nparticipation, accountability, and the effectiveness of agrarian reform\nimplementation.<\/p>\n
Furthermore, the bill outlines mechanisms for resolving conflicts\neffectively, transparently, and fairly, prioritising deliberation, the\nrestoration of social relations, legal certainty, and the restoration of\ncommunity rights.<\/p>\n
