The Legislation Body (Baleg) of the Indonesian House of\nRepresentatives (DPR RI) has approved the harmonisation results for the\nrevision of the Law on Traffic and Road Transportation (LLAJ). The\napproval was granted during a plenary meeting at the DPR building in\nSenayan, Jakarta, on Monday (20\/7\/2026). Baleg Chairman Bob Hasan stated\nthat all factions agreed to proceed with the harmonised draft to the\nnext stage.<\/p>\n
\u201cAfter jointly listening to the mini-faction views and the views of\nthe bill\u2019s proponents, we request approval on whether the results of the\nharmonisation, rounding, and consolidation of the conception of the Bill\non the Third Amendment to Law Number 22 of 2009 concerning Traffic and\nRoad Transportation can be processed further in accordance with\nstatutory regulations?\u201d Bob asked, to which meeting participants\nreplied, \u201cAgreed.\u201d<\/p>\n
Working Committee (Panja) Chairman Martin Manurung reported that the\ncommittee had completed discussions on both the technical aspects and\nthe substance of the bill, noting several refinements. One significant\nchange concerns the regulation of information technology-based\ntransportation, or online transport. Martin explained that provisions\nregarding the rights and obligations of online transport drivers and\ntheir worker protections will be regulated through a separate law.<\/p>\n
\u201cArticle 225O paragraph 4 is amended to read as follows: \u2018Further\nprovisions regarding the rights and obligations of information\ntechnology-based transport drivers as referred to in paragraphs 2 and 3\nshall be regulated by law,\u2019\u201d Martin stated. \u201cSo, it will not be in the\nTraffic and Road Transportation Law, but in a separate law,\u201d he\nadded.<\/p>\n
Similarly, provisions on the protection of information\ntechnology-based transport workers will also be governed by a separate\nlaw, as stipulated in the amendment to Article 225R. Martin noted that\nArticle 225O paragraph 4 and Article 225R require deeper study, as their\nsubstance is related to the Online Transport Bill and the Gig Economy\nWorker Protection Bill, both of which are included in the 2026 Priority\nNational Legislation Programme (Prolegnas).<\/p>\n
Beyond online transport regulations, the committee also refined\nseveral technical provisions. These include the definition of motor\nvehicle registration plates, adjustments to terminology such as changing\n\u2018pemutakhiran\u2019 to \u2018pemutakhiran\u2019 and \u2018partisipatif\u2019 to \u2018partisipasi\u2019 in\nline with the Great Dictionary of the Indonesian Language (KBBI), and\nimprovements to the explanation of the phrases \u2018kereta gandengan\u2019\n(drawbar trailer) and \u2018kereta tempelan\u2019 (semi-trailer).<\/p>\n
Furthermore, changes were made to the provisions on the management of\ntraffic accident funds as regulated in Article 239. The article now\nstipulates that the central government shall develop a management system\nfor traffic and road transportation accident funds to provide basic\nprotection for accident victims.
