        "content": "<p>The Chair of Commission V of the Indonesian House of Representatives\n(DPR), Lasarus, has urged the Ministry of Housing and Settlement to\ntighten supervision of the Self-Help Housing Stimulant Assistance (BSPS)\nprogramme. He stressed that funds must not be disbursed if physical work\nhas not been carried out on the ground. \u201cBecause this BSPS programme is\nso well-received, I ask that we minimise and avoid things we do not\nwant. Please ensure the readiness criteria are met,\u201d Lasarus said during\na hearing with Echelon I officials of the Ministry of PKP on Thursday\n(25\/6\/2026). He insisted that all assistance be distributed according to\nregulations and based on strict verification. According to him,\nirregularities in the public housing programme cannot be tolerated. \u201cIf\nit hasn\u2019t been implemented, don\u2019t disburse the money. It\u2019s clear the\nwork hasn\u2019t been done, yet the money is disbursed. If it\u2019s not in\naccordance, don\u2019t disburse the funds,\u201d he asserted. Regional office\nheads play a crucial role in overseeing programme implementation. The\nlarger the BSPS target to be executed by the government, the greater the\nsupervisory challenges that must be faced. Therefore, evaluation of\nimplementing officials must be carried out firmly. \u201cThose caught\ndisbursing money without any physical progress, just replace the head of\nthe office. They are not performing. They make it difficult for all of\nus,\u201d Lasarus said. He expressed hope that all ranks of the Ministry of\nPKP would ensure the assistance is truly received by communities in need\nand results in tangible house construction. \u201cI am sure everyone in this\nroom does not want a programme where the money is disbursed but the\nhouse does not exist. So that this programme is genuinely received by\nthe people who need it,\u201d he concluded. BSPS is a government funding\nsupport programme for low-income communities aimed at improving the\nquality of and constructing new self-help houses based on mutual\ncooperation. Citing the official website of the Ministry of PKP, the\nregular BSPS assistance value is Rp20 million per unit, consisting of\nRp17.5 million for the purchase of building materials and Rp2.5 million\nfor labourers\u2019 wages. Specifically for the Papua and North Maluku\nregions, the regular assistance value reaches Rp25 million per unit.\nMeanwhile, for mountainous areas, small islands, and outermost regions\nin Papua and North Maluku, assistance is provided up to Rp40 million per\nunit.<\/p>",
