        "content": "<p>Jakarta (ANTARA) - Deputy Chairman of the Indonesian House of\nRepresentatives Commission XIII, Sugiat Santoso, has stated that the\nmilitary basic training (Latsarmil) for participants of the Sarjana\nPenggerak Pembangunan Indonesia (SPPI) programme, part of the Koperasi\nDesa\/Kelurahan Merah Putih (KDKMP) and Kampung Nelayan Merah Putih\n(KNMP) initiatives, must be evaluated without eliminating the\nprogramme\u2019s overarching objectives. He also expressed his condolences\nover the deaths of several participants during the training. According\nto him, participant safety must be a top priority in every government\nprogramme. \u201cAn evaluation is needed to ensure that safety standards,\nsupervision, and programme governance are improved so that similar\nincidents do not recur,\u201d Sugiat said in Jakarta on Tuesday. He stated\nthat improvements are required across all aspects of programme\nimplementation, from planning and execution to the supervisory system.\nEvery government programme must be run professionally with robust\nstandards, risk mitigation, and field supervision. \u201cThis must start with\nthe proper recording of prospective participants\u2019 conditions before they\ntake part in activities,\u201d he said. He therefore urged that the incident\nshould not obscure the strategic objectives of the KDKMP and KNMP, which\nare presidential priority programmes aimed at strengthening the village\neconomy, improving public welfare, and promoting people\u2019s economic\nself-reliance. \u201cThis programme must continue because its benefits for\nthe community are immense,\u201d he said. According to Sugiat, what needs to\nbe fixed is the implementation mechanism and governance, not the\ntermination of a programme designed to improve public welfare. \u201cThe\nspirit of developing villages, strengthening cooperatives, and improving\nthe welfare of fishermen must not stop. Instead, we must ensure that the\nentire series of programmes is carried out with higher safety standards\nand better governance,\u201d he said.<\/p>",
