The Deputy Chairman of Commission IV of the House of Representatives\n(DPR), Alex Indra Lukman, supports the categorisation of forest and land\nfire (karhutla) perpetrators as ecological terrorists. Alex urged that\nPresident Prabowo Subianto\u2019s directives regarding this matter be\nfollowed up immediately.<\/p>\n
Alex stated that the government needs to submit a revision or a draft\nlaw (RUU) related to the handling of forest fires to the DPR. According\nto him, the term \u2018ecological terrorism\u2019 must not remain merely as\ndiscourse.<\/p>\n
\u201cI agree (with it becoming ecological terrorism); so that this does\nnot stop at a mere term, the President\u2019s directive must be immediately\nfollowed up by the relevant ministers by submitting a\ngovernment-initiated bill to the DPR,\u201d Alex told reporters on Thursday\n(17\/9\/2026).<\/p>\n
Alex highlighted the enforcement of law against forest fire\nperpetrators. He noted that Law Number 41 of 1999 concerning Forestry\nalready provides for prison sentences of up to 15 years.<\/p>\n
\u201cBased on Law Number 41 on Forestry, there is a prison sentence of 15\nyears, but so far, what has mostly been applied are administrative\nsanctions in the form of fines,\u201d he said.<\/p>\n
Alex is pushing for criminal sanctions to be applied to forest fire\ncases, particularly in regions experiencing recurring fires. He\nemphasised that investigations should not stop at field-level\nperpetrators but must extend to the companies or corporations that own\nor manage the land.<\/p>\n
Previously, President Prabowo Subianto urged the strengthening of\nlegal sanctions against those responsible for forest and land burning,\nincluding the possibility of classifying such actions as ecological\nterrorism. Prabowo assessed that the issue of forest and land fires has\nbecome a serious problem requiring firmer legal steps and regulatory\nstrengthening.<\/p>\n
The directive was delivered by President Prabowo while presiding over\na hybrid limited meeting regarding the handling of several disasters\nacross the country from the Merdeka Palace, Jakarta, on Wednesday\n(16\/9\/2026). During the meeting, Prabowo received reports on forest fire\nmanagement and mitigation steps to face conditions predicted to remain\nhigh-risk over the next 1.5 months.<\/p>\n
Prabowo requested that the State Secretary, Prasetyo Hadi, along with\nthe Minister of Law, Supratman Andi Agtas, deepen the study of sanction\nprovisions for forest and land fire perpetrators. According to Prabowo,\nthe strengthening of regulations can be achieved through legislative\nchanges involving the House of Representatives (DPR).<\/p>\n
