I Wayan Sudirta, a member of Commission III of the Indonesian House\nof Representatives (DPR) from the PDI-Perjuangan (PDIP) faction, has\nstated that the Merah Putih Village\/Sub-district Cooperative programme\nmust be built with a corruption prevention system from the outset.<\/p>\n
This is considered vital given that the programme is of national\nscale and involves significant budgets, procurement, financing, and\nasset management. Wayan noted that the analysis and monitoring results\nfrom the Indonesian National Police\u2019s Anti-Corruption Criminal Corps\n(Kortastipidkor) regarding the programme could serve as an early warning\nsystem to close loopholes for potential irregularities.<\/p>\n
The Merah Putting Village\/Sub-district Cooperative programme is\ndesigned to strengthen the village economy, goods distribution, food\nsecurity, and community access to economic services. In 2025, the\ngovernment aims to establish approximately 80,000 village\/sub-district\ncooperatives with various business models, such as basic food stalls,\nfertiliser, LPG, logistics services, banking agents, rice\/grain, and\npharmacies.<\/p>\n
\u201cThe larger the scale of the programme, the greater the need to\nimplement good governance principles, including transparency,\naccountability, management of conflicts of interest, procurement\noversight, financial accountability, and supervision of state, regional,\nor village assets,\u201d Wayan said in a statement on Saturday, 12 September\n2026.<\/p>\n
According to him, the Polri Kortastipidkor found potential issues\nregarding the division of authority between the central and regional\ngovernments in managing the Merah Putih Cooperatives. This lack of\nclarity in authority could potentially lead to overlapping\nresponsibilities and create opportunities for misconduct.<\/p>\n
Furthermore, the transparency of the procurement process for the\ncooperatives\u2019 operational needs also requires improvement. Wayan stated\nthat these findings should be viewed as an important step in\nprioritising prevention to close potential leaks in state finances and\nprevent losses to the community.<\/p>\n
Several areas requiring attention include the procurement process,\ncapital and asset management, business activity management, and the\nindependence of managers to prevent conflicts of interest and\nintervention from specific parties.<\/p>\n
Wayan warned that various corruption methods previously seen in the\nmanagement of organisations or corporations must serve as lessons for\nthe implementation of the Merah Putih Cooperatives. These methods\ninclude price mark-ups, directing winners or appointing preferred\nvendors, fictitious projects, and requests for fees or kickbacks.<\/p>\n
