        "content": "<p>Jakarta (ANTARA) - Deputy Chairman of the House of Representatives\u2019\nCommission VII, Lamhot Sinaga, stated that the film ecosystem, which\nconsists of three main interconnected links\u2014production, distribution,\nand exhibition\u2014must run in a balanced manner for the industry to grow\nsustainably. He noted that the main challenge for the national film\nindustry has shifted. While the biggest hurdle was previously production\ncapacity, the bottleneck is now in the downstream sector, namely\ndistribution and access to screening space. \u201cIf production grows but\ndistribution is blocked, the industry will not be healthy. A film made\nwith high costs and creativity will have no economic value if it does\nnot get the opportunity to meet its audience,\u201d Lamhot said during a\nworking committee meeting on Creativity and National Film Distribution\nat the parliament complex in Jakarta on Monday. He assessed that\nIndonesia is currently in a crucial phase of film industry development.\nIn terms of production, the number of national films continues to\nincrease, the quality of creators is constantly developing, and new\ntalent is emerging from various regions. \u201cIndonesia does not lack ideas,\ncreators, or stories. The problem is how these works can meet the\naudience through a healthy and fair distribution system,\u201d he said.\nAccording to industry players, films that have fulfilled legal aspects,\nincluding passing censorship by the Film Censorship Institute (LSF),\nstill face difficulties in obtaining adequate screens and showtimes in\ncinema networks. In practice, he revealed that many local films must\ncompete on an uneven playing field. Films with large capital backing,\nstrong promotional networks, and close ties to the distribution\necosystem have a greater chance of securing prime screens compared to\nfilms from smaller production houses. \u201cThe issue is not just whether a\nfilm can be screened or not, but whether it gets a fair opportunity to\nreach the audience,\u201d said the legislator responsible for creative\neconomy affairs. When screen access is concentrated within certain\ngroups, he warned of the risk of structural inequality in the film\nindustry. He noted that the Indonesian cinema market is still heavily\nconcentrated on a few major networks, namely Cinema XXI, CGV Cinemas,\nand Cin\u00e9polis Indonesia. Therefore, he argued that policies are needed\nto maintain a balance between the business interests of cinemas and the\nsustainability of the creative ecosystem. He acknowledged that market\nmechanisms are necessary, but the state has a role in ensuring that no\npractices hinder the diversity of works and business opportunities. \u201cThe\ncreative industry needs healthy competition. The state cannot allow the\nmarket to operate without regulation when there is potential for\ninequality that harms many parties,\u201d Lamhot said.
