        "content": "<p>DPR and professionalism<\/p>\n<p>From Merdeka<\/p>\n<p>Members of society have expressed in this newspaper their<br>\nvarious expectations of House of Representatives members (DPR).<br>\nSome honestly expect House members will perform well, others are<br>\npessimistic about this, and still others express skepticism about<br>\nlegislators. The following is not my expectations of the new<br>\nHouse members.<\/p>\n<p>What I wish to express here is what factors have made our<br>\nlegislators active or inactive, daring or otherwise and<br>\nprofessional or unprofessional. In my opinion, which is based on<br>\nexperience, we cannot pin too much hope on legislators as the<br>\nPeople's Consultative Assembly (MPR) is only in session once<br>\nevery five years to discuss the accountability report of the<br>\nmandate holder, and also because members of the House are also<br>\nmembers of the MPR.<\/p>\n<p>If governance is to run well, the government\/president and the<br>\nHouse must be professional. They should not prioritize the idea<br>\nof whether or not they will be reelected. What should be foremost<br>\nin their minds is that in the five years of their tenure they<br>\nmust do their best and give the best results. In lawmaking, for<br>\nexample, the government should not just tell the House to draw up<br>\na law on this or that. As is the practice now, the government<br>\nprepares the laws, implements them and exercises supervision over<br>\ntheir implementation.<\/p>\n<p>Each party must have a common working platform, a common<br>\ntarget and a common working report. In this way the House could<br>\neasily supervise how each ministry implements State Policy<br>\nGuidelines in its respective area of duty. The same holds true in<br>\nrespect to the budget of each ministry.<\/p>\n<p>To be a legislator, one does not have to be a former active<br>\nmember of a political organization. One may come from a non-<br>\ngovernmental organization and be recruited by a contestant in the<br>\ngeneral election. The main requirement is professionalism. It<br>\nmeans that one must devote oneself to one's own area of duty and<br>\nmust be able to satisfy oneself that one's work will win the<br>\nrecognition of others.<\/p>\n<p>This professionalism is not only a prerequisite to being a<br>\nlegislator, but also, particularly, to being a president. A<br>\npresident must be professional in his skills, knowledge,<br>\nattitude, behavior and leadership. In the absence of<br>\nprofessionalism, never hope that the Indonesian people will<br>\nreally take pride in being Indonesian.<\/p>\n<p>DJODJOK RAHARDJO<\/p>\n<p>Jakarta<\/p>",
