The Indonesian House of Representatives (DPR) and the government have agreed to focus on 20 specific points of contention regarding the revision of the National Police Law. The discussions will include substantive changes and new proposals, including controversial measures such as the extension of retirement ages for police officers.

Deputy Minister of Law Eddy Hiariej has revealed that the House of
Representatives (DPR) and the government have agreed on a list of 20
items for discussion within the revision of Law Number 2 of 2002
concerning the Indonesian National Police. This decision was reached
during a meeting of the Police Law Revision Working Committee at the
Parliament Complex in Senayan, Jakarta, on Thursday, 4 January 2026.

Eddy explained that from the initial draft proposed by the DPR, the
government had prepared 112 items for discussion (DIM). This total
comprised 32 fixed DIMs, 36 editorial DIMs, 12 substantive DIMs, and 8
new substantive proposals. He clarified that only 20 items—the 12
substantive DIMs and 8 new proposals—will be actively debated in future
sessions. “If it is a fixed DIM, it means the government agrees with the
DPR’s proposal, so it will not be discussed,” he stated.

The Deputy Minister declined to disclose the specific details of the
new substantive proposals or comment on the proposal to extend the
retirement age for police officers. He noted that these matters are
scheduled for discussion in the following week’s meeting.

The revision of the Police Law is included in the National
Legislative Program (Prolegnas) Priority list for 2026. Proposed by
Commission III of the DPR, the revision is being processed alongside the
newly passed Criminal Procedure Code (KUHAP) and the Asset Forfeiture
Bill.

One of the most notable changes in the proposed revision is the
extension of the retirement age. It is proposed that the retirement age
for non-commissioned officers (Bintara and Tamtama) be increased to 58,
with the possibility of an extension to 60. Meanwhile, the retirement
age for commissioned officers (Perwira) would rise to 60, with an
extension up to 62 for those possessing specialised expertise.

The Chairman of Commission III, Habiburokhman, previously argued that
the idea to extend the retirement age follows the adjustments made to
the Indonesian National Armed Forces (TNI) and prosecutors. “It is being
aligned with the Attorney General’s Office and the TNI. The regulations
will be roughly similar,” Habiburokhman said at the DPR Complex,
Jakarta.
",
