Deputy Speaker of the House of Representatives (DPR) Sufmi Dasco\nAhmad received representatives from trade unions and labour unions at\nthe parliament complex in Senayan, Jakarta. The meeting was held to\ngather input for the drafting of the Manpower Bill.<\/p>\n
The meeting was also attended by Deputy Speaker Saan Mustofa, Chair\nof the DPR Legislation Body Bob Hasan, and leaders of various\nconfederations, federations, and trade unions on Thursday\n(13\/8\/2026).<\/p>\n
The Manpower Bill currently being drafted is a new law following up\non Constitutional Court Decision Number 168\/PUU-XXI\/2023. The court has\ngiven until 31 October 2026 to establish a standalone law governing\nmanpower outside of the Job Creation Law.<\/p>\n
Dasco stated that the drafting process has been underway through the\nworking committee of DPR Commission IX. The initial draft prepared by\nthe DPR\u2019s Expertise Body consists of 19 chapters and 224 articles, while\nvarious proposals from trade unions are being collected as material for\ndeliberation.<\/p>\n
\u201cThe draft submitted consists of 19 chapters and 224 articles. If\nthere are any shortcomings, we can add them during the discussion,\u201d\nDasco said.<\/p>\n
Previously, the DPR leadership had also received a draft proposal\nfrom 18 trade union and labour confederations, which was then forwarded\nto DPR Commission IX as material for the drafting process.<\/p>\n
Dasco emphasised that the space for input remains open so that the\nsubstance of the bill can be enriched from the various perspectives of\nworkers and labourers.<\/p>\n
\u201cSo that the law becomes richer and more complete, and of course so\nthat it can better address the needs of workers or labourers. For that\nreason, today I am opening the space for the submission of input and\nthen we will discuss it,\u201d Dasco said.<\/p>\n
From the labour side, President of the Indonesian Trade Union\nConfederation (KSPI) Said Iqbal raised several issues that he believes\nneed attention, ranging from wages, layoffs and severance pay, foreign\nworkers, working hours, outsourcing, to contract workers.<\/p>\n
\u201cOur proposals are certainly far from perfect,\u201d Said said.<\/p>\n
He expressed hope that the various proposals from labour groups can\ncomplement each other and serve as material in the deliberation of the\nManpower Bill. Said also hoped that the deadline set by the\nConstitutional Court would not cause the deliberation to be rushed and\nwould still provide adequate space for participation by workers and\nlabourers.<\/p>\n
According to Dasco, if there are differences of opinion among trade\nunions or with the Indonesian Employers\u2019 Association (Apindo), the DPR\nwill facilitate dialogue to find common ground.<\/p>\n
\u201cIf there are differences among the unions, we will resolve them.\nWhere there are differences with Apindo, we will sit down together, and\nwhere we need to agree together with the government, we will also sit\ndown together,\u201d Dasco said.<\/p>\n
