Sultan noted that the basic\nregional needs requiring attention include health and education. \u201cThe\npolicy of adjusting regional transfer funds must continue to consider\nthe needs and capabilities of regions in providing basic services, such\nas education, health, and infrastructure,\u201d Sultan said. Sultan stated\nthat regional transfer funds are not merely budget allocations, but are\nintended for equitable development.
