Manokwari (ANTARA) - Chairman of Committee III of the Regional\nRepresentative Council (DPD RI) Filep Wamafma has proposed that regional\ngovernments adopt the Kartu Indonesia Pintar (KIP) Kuliah distribution\nsystem in channelling special autonomy (otsus) education funds for\nindigenous Papuan students.<\/p>\n
The KIP Kuliah mechanism can serve as a reference so that education\nassistance sourced from otsus funds is better targeted, alongside\nimprovements in data management, verification, recipient determination,\ndistribution, and monitoring of student study continuity.<\/p>\n
\u201cThe distribution model for higher education assistance sourced from\notsus funds needs to be reformed. Regional governments could refer to\nthe KIP Kuliah concept,\u201d Filep said in a statement in Manokwari, West\nPapua, on Saturday.<\/p>\n
According to him, the management principles of KIP Kuliah can be\nreplicated by regional governments in the six provinces across Tanah\nPapua in building an integrated student database system that is updated\nperiodically.<\/p>\n
\u201cThen, the data of prospective otsus scholarship recipients is\nverified jointly by universities, regional governments, and relevant\ninstitutions,\u201d he said.<\/p>\n
Furthermore, he said, the determination of prospective recipients\nafter the verification process needs to use transparent indicators,\nincluding family economic conditions, academic achievement, region of\norigin, and living cost requirements.<\/p>\n
The distribution of otsus education assistance directly to students\ncan also be channelled through auditable banking mechanisms with the aim\nof cutting bureaucratic chains while reducing the risk of delays.<\/p>\n
Furthermore, he said, the components of tuition fees and living costs\nneed to be separated so that their use is more measurable, including\nadjustments to living costs based on the city or country where students\nare pursuing their education.<\/p>\n
For students studying outside Papua or abroad, the amount of living\ncost assistance can be adjusted to the cost of living index of each\nlocation. Each semester is evaluated by confirming the active student\nstatus from the respective university.<\/p>\n
\u201cThe evaluation stage serves as the basis for the continuity of\nassistance in accordance with academic and administrative provisions, so\nthat otsus education funds are well targeted,\u201d Filep said.<\/p>\n
The management of education assistance for Papuan students abroad is\nnot new, but the challenge is integrating all programmes into a Papuan\nstudent database system.<\/p>\n
\u201cThe realisation of distribution must also ensure that assistance is\nwell targeted and timely, so that economic problems do not become the\nreason Papuan students drop out of college,\u201d he said.<\/p>\n
According to him, the improvement of otsus higher education fund\nmanagement aims to accommodate Papuan students who have not been\nrecorded as KIP Kuliah recipients because it is adjusted to the state\nbudget (APBN) capacity.<\/p>\n
The Higher Education Service Institution (LLDikti) Region XIV\nrecorded that the number of active students spread across various\nuniversities in Tanah Papua is approximately 60,000 people, while KIP\nKuliah recipients number only around 16,000 people.<\/p>\n
\u201cThis means there is still a gap between the need for higher\neducation assistance and the number of available scholarship\nrecipients,\u201d he said.<\/p>\n
He mentioned that the 2026 KIP Kuliah quota allocated by the Ministry\nof Higher Education, Science and Technology (Kemendiktisaintek) for\nstudents in Tanah Papua is 1,700 people, the same as the 2025 quota but\nlower compared to 2024.<\/p>\n
\u201cThis figure must be a matter for evaluation.
