        "content": "<p>Investment in the downstream sector continues to show an upward trend\nand has become one of the main pillars of national investment\nrealisation. During the first half of 2026, downstream investment\nrealisation was recorded at Rp 300.1 trillion, growing 6.9 per cent\nyear-on-year. This achievement contributed 29.7 per cent to the total\nnational investment realisation of Rp 1,010.6 trillion for the semester.\nMinister of Investment and Downstreaming Rosan Perkasa Roeslani stated\nthat the contribution of downstream investment to total national\ninvestment has continued to increase in recent years. Rosan believes the\nupward trend in downstream investment will persist as more value-added\nnatural resource processing projects are undertaken, both by domestic\nand foreign investors. Based on sector, downstream investment remains\ndominated by the mineral sector with a value reaching Rp 206.5 trillion.\nThis investment came from nickel commodities at Rp 71 trillion, bauxite\nat Rp 53.8 trillion, copper at Rp 37.4 trillion, iron and steel at Rp\n30.2 trillion, silica sand at Rp 5.9 trillion, and other commodities at\nRp 8.2 trillion, which includes tin, gold, silver, cobalt, manganese,\ncoal, Buton asphalt, and rare earth elements. Meanwhile, downstream\ninvestment in the oil and gas sector reached Rp 35.4 trillion,\ncomprising crude oil at Rp 26.4 trillion and natural gas at Rp 9\ntrillion. The fisheries and marine sector recorded investment of Rp 3.8\ntrillion, covering commodities such as salt, tuna, skipjack, mackerel\ntuna, shrimp, seaweed, swimming crab, and tilapia. Geographically,\ndownstream investment remains concentrated outside Java. Investment\noutside Java reached Rp 227.3 trillion, or 75.7 per cent of total\ndownstream investment, while Java accounted for Rp 72.8 trillion, or\n24.3 per cent. The five regions with the largest downstream investment\nrealisation were Central Sulawesi at Rp 56.1 trillion, North Maluku at\nRp 53.9 trillion, West Java at Rp 25.8 trillion, West Nusa Tenggara at\nRp 23.5 trillion, and East Java at Rp 17.5 trillion. By source of\ninvestment, downstreaming is still dominated by Foreign Direct\nInvestment with a value of Rp 212.8 trillion, contributing 70.9 per cent\nto total downstream investment. Domestic investment was recorded at Rp\n87.3 trillion, or 29.1 per cent. Rosan added that the government will\ncontinue to encourage the expansion of downstreaming into sectors beyond\nminerals, such as plantations and forestry, oil and gas, and fisheries\nand marine, so that investment contributions do not rely solely on\nmineral commodities.<\/p>",
