        "content": "<p>Doubt lingers over selection as Komnas ends screening<\/p>\n<p>Tertiani ZB Simanjuntak, The Jakarta Post, Jakarta<\/p>\n<p>The National Commission on Human Rights (Komnas HAM) has<br>\ncompleted its efforts to find 34 member candidates despite<br>\ncriticism from its own members over the qualifications used in<br>\nthe selection process and the integrity of several names.<\/p>\n<p>In the commission's plenary meeting on Friday attended by 14<br>\nof its 18 members, secretary-general Asmara Nababan raised doubts<br>\nover at least five names from the list of 20 candidates that had<br>\nemerged after the second selection stage.<\/p>\n<p>\"Some of the names were dropped in the first selection stage<br>\ndue to doubts over their moral integrity and credibility,\" he<br>\nsaid on Friday.<\/p>\n<p>Nababan refused to name the four and failed to elaborate on<br>\nhis objections to the other candidate, who is a staffer at the<br>\ncommission.<\/p>\n<p>The final report completed by the first team in August<br>\nrevealed the four as: former state minister of the now defunct<br>\nhuman rights affairs office Hasballah M. Saad, staff expert for<br>\nthe late attorney general Baharuddin Lopa, Achmad Ali, lecturer<br>\nRuswiati Suryasaputra, and lawyer Maiyasyak Johan.<\/p>\n<p>The first team had selected 14 community figures. According to<br>\nLaw No. 39\/1999 on the rights commission, which consists of 35<br>\nmembers, the commission should look for 17 additional members to<br>\nmeet the quota. Therefore, it should find at least twice the<br>\nrequired number to be submitted to the House for a further<br>\nscreening process.<\/p>\n<p>Nababan questioned the mechanism used by the second selection<br>\nteam led by colleague B.N. Marbun, but the latter brushed aside<br>\nalleged irregularities in the selection process.<\/p>\n<p>\"This team has its own parameters. Not that we are criticizing<br>\nthe first team, but our process is more complete. We have<br>\nconfronted the public reports to them, which they convincingly<br>\ndenied. In life, we have to trust each other, the team doesn't<br>\nhave to check the facts. Moreover, even if you once committed a<br>\ncrime, you deserve a second chance,\" Marbun told a media<br>\nconference after the meeting, adding that the list of the 34<br>\nwould be submitted to the House within the next two weeks.<\/p>\n<p>Teras Narang, chairman of Commission II overseeing the legal<br>\naffairs of the House of Representatives, said that a decision on<br>\nwhether to implement a fit and proper test to screen the<br>\ncandidates would be decided in an internal meeting of the House.<\/p>\n<p>\"The important thing is that the members have to be impartial<br>\nand have high moral integrity and understanding of human rights<br>\nissues,\" he told The Jakarta Post on Saturday.<\/p>\n<p>List of 34 Komnas HAM member candidates<\/p>\n<p>1.
