Double standards impede discipline movement<\/p>\n
JAKARTA (JP): Governor Surjadi Soedirdja has ordered city
\nadministration officials not to apply double standards in the
\nimplementation of the discipline movement, in a bid to make the
\nprogram succeed.<\/p>\n
Speaking after a presentation on the evaluation of the two-
\nyear-old discipline movement Wednesday evening, Surjadi said that
\ncity officials applying a double standard, namely city officials
\nwho apply discipline while on duty, but change into hoodlums
\nafter work, would hamper the success of the movement.<\/p>\n
President Soeharto launched the nationwide discipline movement
\non May 26, 1995, in conjunction with the commemoration of
\nNational Awakening Day, to encourage people to use the Indonesian
\nlanguage correctly and to observe basic elements of discipline.<\/p>\n
"The application of double standards will only confuse people,
\nthey don't know who they can really trust," Surjadi told
\nreporters.<\/p>\n
He cited as an example officials who launch operations against
\nillegal vendors.<\/p>\n
"They (officials) should conduct operations consistently,
\ninstead of conducting an operation one day and then letting the
\nvendors continue their activities on the same sidewalks the very
\nnext day," Surjadi said.<\/p>\n
The officials, he said, should not take advantage of people.<\/p>\n
He said officials should also be disciplined and be strict in
\nimplementing city regulations.<\/p>\n
"They should be capable of making people behave in a more
\norderly fashion. They should also make people feel secure and
\nsafe and know that their rights are legally protected," Surjadi
\nsaid.<\/p>\n
After the meeting, Surjadi ordered all the city's five mayors
\nto strictly control the implementation of the discipline
\nmovement.<\/p>\n
The city's sanitation, he said, has improved since the
\nlaunching of the movement. "As proof, all five mayoralties in the
\ncity got Adipura cleanliness awards recently," Surjadi said.<\/p>\n
The discipline movement, he said, would not reach expected
\ngoals without full support from city officials and the public.<\/p>\n
In a related development, City Council Speaker M.H. Ritonga
\nsaid that supervision was the main factor which determined the
\nsuccess of the discipline movement.<\/p>\n
"The current supervision system needs improvement to make all
\ncommitted parties support the drive. Appeals are no longer
\nenough," Ritonga said.<\/p>\n
The evaluation of the city's discipline movement was conducted
\nby an independent team from the University of Indonesia.<\/p>\n
The evaluation, which was conducted in the five mayoralties,
\ncovered discipline in traffic, in forming lines, in providing
\nsanitation facilities and at the workplace.<\/p>\n
Results revealed that the main problems in the city's
\ndiscipline movement were the lack of awareness about discipline
\nitself, the lack of supervision and enforcement of discipline and
\nthe lack of steps to encourage discipline attitudes.<\/p>\n
Another revelation was the lack of sanctions against
