        "content": "<p>Dossiers on July 27 case complete<\/p>\n<p>Yogita Tahilramani, The Jakarta Post, Jakarta<\/p>\n<p>National Police investigating the July 27, 1996 attack on the<br>\nIndonesian Democratic Party (PDI) Headquarters in Jakarta, are<br>\nexpected to hand completed files to state prosecutors next week.<\/p>\n<p>National Police spokesman Insp. Gen. Saleh Saaf said on Friday<br>\nthat police officials and state prosecutors were still arguing<br>\nover the completeness of the dossiers.<\/p>\n<p>Prosecutors had sent back &quot;incomplete&quot; dossiers to the police,<br>\nseveral times, he said.<\/p>\n<p>&quot;Our investigators and state prosecutors just don&apos;t seem to<br>\nagree on many points,&quot; Saleh told The Jakarta Post on Friday,<br>\nwithout elaborating on the points of difference.<\/p>\n<p>Saleh said that when the dossiers were transferred from the<br>\ncity police to National Police Headquarters for further<br>\ninvestigation and analysis, National Police investigators<br>\ncompleted a total of seven dossiers in May 2000, and sent them to<br>\nstate prosecutors.<\/p>\n<p>The dossiers focused on PDI chief Soerjadi, PDI secretary-<br>\ngeneral Buttu Hutapea, PDI members Alex Siregar and Jonathan<br>\nMarpaung, chief of then ruling party Golkar-affiliated Pancasila<br>\nYouth (PP) organization Yoris Raweyai and his colleague Yan<br>\nRumbia.<\/p>\n<p>The dossiers were sent to prosecutors, who returned them to<br>\nthe National Police, stating that a joint-team of military and<br>\npolice investigators needed to further investigate the incident,<br>\ndue to the involvement of both military and police officers.<\/p>\n<p>Governor Sutiyoso, who was the Jakarta Military Commander in<br>\n1996, was declared a suspect in the case earlier by police.<\/p>\n<p>Several military and police officers and some civilians were<br>\nalso named suspects in the attack on the PDI headquarters on Jl.<br>\nDiponegoro, Central Jakarta.<\/p>\n<p>At least five people were killed and dozens of PDI supporters<br>\nloyal to ousted chairwoman Megawati Soekarnoputri were reported<br>\nmissing in the incident which triggered mass rioting in the area<br>\nand its surroundings.<\/p>\n<p>On July 5, 2000, a joint Military Police, Indonesian Military<br>\nofficers and National Police investigation team was established.<br>\nInvestigations carried out by the team resulted in the formation<br>\nof three separate dossiers, which included names of military and<br>\npolice officers, whom Saleh refused to mention.<\/p>\n<p>In December 2001, prosecutors returned once again the dossiers<br>\nto the joint-team for further completion, which were then once<br>\nagain returned to state prosecutors.<\/p>\n<p>&quot;Prosecutors then said that the three dossiers needed to be<br>\nbroken down into nine separate dossiers ... therefore, it needed<br>\nfurther detail. So, it was sent back to us again, and we are<br>\nhoping to complete the last of the nine by next week. So, we can<br>\nreturn that dossier to prosecutors by next week.&quot;<\/p>\n<p>The attack involved supporters of the then government-backed<br>\nfaction of PDI under Soerjadi.<\/p>\n<p>They intended to seize the office, which was under the control<br>\nof supporters of Megawati, PDI&apos;s democratically elected chief.<\/p>\n<p>It is widely believed that the military helped Soerjadi&apos;s<br>\nsupporters but the military has repeatedly denied any involvement<br>\nin the bloody incident.<\/p>\n<p>Last year, hundreds of supporters of the Indonesian Democratic<br>\nParty of Struggle (PDI Perjuangan) commemorated the July 27<br>\ntragedy, despite the absence of party chief and President<br>\nMegawati Soekarnoputri.<\/p>\n<p>Munir of the National Commission for Missing Persons and<br>\nVictims of Violence said: &quot;The July 27th incident should be<br>\nviewed as one of the country&apos;s political monuments, or a state<br>\ncrime committed by the past regime, so therefore, the current<br>\nadministration should correct it.<\/p>\n<p>&quot;But now, the supporters are left alone leaderless.&quot;<\/p>",
