        "content": "<p>DLLAJ can ticket traffic offenders<\/p>\n<p>City Land Transportation and Traffic Control Agency (DLLAJ)<br>\nofficials who are on duty in the street are allowed to ticket<br>\ndrivers of public vehicles, taxis and delivery vans who commit<br>\ntraffic infractions, a police officer says.<\/p>\n<p>\"These DLLAJ officials have the authority to do so provided<br>\nthat, before being submitted to court, the dossiers must be<br>\naccompanied by letters of recommendation signed by traffic police<br>\nofficers,\" Col. Soeroso, chief of the city's traffic directorate,<br>\nwas quoted as saying by Antara here yesterday.<\/p>\n<p>Speaking to reporters and accompanied by the city's DLLAJ<br>\nchief, J.P. Sepang, Soeroso said the police officers who signed<br>\nletters of recommendation should be well informed of the contents<br>\nof the dossiers to be submitted to court.<\/p>\n<p>This clarification has put to rest the long-standing<br>\ncontroversy over whether DLLAJ officers are also allowed to<br>\nticket traffic violators, a task which many previously believed<br>\nwas the sole prerogative of traffic police on street patrol.<\/p>\n<p>Previously DLLAJ officers were only allowed to identify<br>\nviolators and hand over their information to police, who would<br>\nthen issue red-colored tickets.<\/p>\n<p>But Soeroso stressed that DLLAJ officers are in no way allowed<br>\nto issue tickets for drivers of private cars. \"They have no<br>\nauthority whatsoever to ticket drivers of privately owned cars.<br>\nIt is exclusively the task of police.\" (bas)<\/p>",
