        "content": "<p>The DKI Jakarta Office of the Ministry of Human Rights and the DKI\nNational Narcotics Agency conducted an audience and coordination session\nfor the Reconciliation and Peace Village Programme (Kampung REDAM) on\nTuesday (12 May 2026). The Head of the DKI Jakarta KemenHAM Office,\nMikael Azedo Harwito, stated that this issue requires support for\nrehabilitation and education.<\/p>\n<p>\u201cThe Ministry of Human Rights has work programmes related to the\npreparation and strengthening of regional regulations. Through this\ncollaboration, we are ready to support the DKI Jakarta BNNP in reviewing\nand analysing the Draft Regional Regulation on the Prevention and\nEradication of Drug Abuse and Illicit Trafficking (P4GN) so that it can\nbe recommended to the Ministry of Home Affairs,\u201d Mikael said in his\nstatement on Wednesday (13 May 2026).<\/p>\n<p>\u201cThe results of community discussions in Manggarai indicate that one\nof the triggers for social conflict is the high rate of drug abuse.\nTherefore, the Kampung REDAM Programme needs to be strengthened through\nconcrete collaboration, including support for rehabilitation and\neducation for the community,\u201d he added.<\/p>\n<p>Mikael noted that this audience is a follow-up to the implementation\nof the Kampung REDAM Programme in Manggarai Sub-district, which has been\ndesignated as a pilot project since 2025. This year, it has been\nexpanded to seven other sub-districts.<\/p>\n<p>On the same occasion, the Head of the DKI Jakarta BNNP, Awang Joko\nRumitro, conveyed that drug problems in Jakarta remain a serious\nchallenge, requiring synergy from all stakeholders.<\/p>\n<p>\u201cThe DKI Jakarta BNNP continues to promote prevention and handling of\ndrugs through flagship programmes and integrated operations in\nvulnerable areas. However, the success of these efforts greatly requires\ncross-sectoral support, including a human rights perspective,\u201d Awang\nstated.<\/p>\n<p>Furthermore, Awang explained the implementation of the Sobat Ananda\nBersinar Programme involving students, teachers, and schools, and\npresented early detection data through urine tests in 2025, which showed\nhigh rates of drug abuse among students.<\/p>\n<p>It was also conveyed that the rehabilitation success rate in Jakarta\nis still around 60 per cent. This is due to limited rehabilitation\nfacilities and the absence of a Regional Regulation on the Prevention\nand Eradication of Drug Abuse and Illicit Trafficking (P4GN) in DKI\nJakarta Province.<\/p>\n<p>\u201cRehabilitation is the key to recovery. For the public who\nvoluntarily report for rehabilitation, there are no legal consequences.\nOur focus is on recovery and salvation,\u201d he emphasised.<\/p>\n<p>In the discussion session, the DKI Jakarta KemenHAM Office proposed\nstrengthening collaboration in the form of rehabilitation socialisation,\nproviding legal status certainty for the public undergoing voluntary\nrehabilitation, and plans for voluntary drug testing in Manggarai\nSub-district.<\/p>\n<p>In response to the proposal, Awang expressed his support and affirmed\nthe readiness of the DKI Jakarta BNNP to follow up on the collaboration\nthrough the preparation of a Cooperation Agreement (PKS).<\/p>",
