Transport observer Djoko Setijowarno has reminded the government to\npay attention to market segmentation so that the national electric\nmotorcycle programme (Molinas) does not merely add to traffic congestion\nin major cities on Java.<\/p>\n
According to Djoko, following the launch of Molinas at the production\nfacility of PT Ilectra Motor Group (ALVA) in Bekasi by President Prabowo\nSubianto a week ago, the government needs to prepare the right market\nshare to ensure the sustainability of this industry.<\/p>\n
\u201cThe non-urban market, directing penetration to areas outside Java,\nborder regions, rural areas, small islands and 3T regions\n(Disadvantaged, Frontier and Outermost) will provide a blue ocean\nstrategy for national electric motorcycles,\u201d said the Advisory Board\nmember of the Indonesian Transportation Society (MTI) to Media Indonesia\non Tuesday (18\/8\/2026).<\/p>\n
Djoko reasoned that logistics efficiency in mineral-producing regions\nsuch as Morowali, North Morowali, Banggai, Kolaka, Konawe, Bombana,\nCentral Halmahera, East Halmahera, South Halmahera and East Luwu is\ncrucial. The Molinas programme is considered capable of providing\nsignificant economic value for local communities in the operational\ncentres of these areas.<\/p>\n
The same applies to mineral regions in Southwest Papua, Siak,\nMeranti, Natuna, Anambas, East Kalimantan, North Kalimantan, South\nKalimantan, Papua, South Sumatra and Aceh. These regions are considered\nto be in great need of fuel cost savings by switching to electric\nmotorcycles.<\/p>\n
\u201cAgats City in Asmat Regency, South Papua, provides an example of a\nregion experiencing difficulties in fuel distribution, so that since\n2007 it has already switched to electric motor vehicles,\u201d added the\nacademic from the Civil Engineering Programme at Soegijapranata Catholic\nUniversity.<\/p>\n
The Molinas programme has great potential to strengthen the domestic\nindustry while changing the competitive landscape of the two-wheeler\nmarket in Indonesia. Its presence has the opportunity to shift\nIndonesia\u2019s position from merely a consumer market to a producer, as\nwell as to break the oligopoly of conventional manufacturers.<\/p>\n
However, Djoko said competition with Chinese products is a major\nchallenge. Currently, China controls more than 70% of the world\u2019s\nelectric vehicle supply chain, creating structural challenges for\nnational products across various key aspects.<\/p>\n
MTI emphasised that government incentives are not merely a\ncomplementary policy, but a key factor for Molinas to compete\ncommercially. Incentives are needed to lower prices so they are\naffordable for the public, while also serving as a protection instrument\nfor the national industry to build technological independence.<\/p>\n
On the other hand, Djoko also reminded the government not to ignore\nthe road safety crisis. Data from the National Police Traffic Corps and\nthe Road Safety Association (RSA) throughout 2025 recorded 212,414\nmotorcycles involved in traffic accidents.<\/p>\n
\u201cTwo-wheeled vehicles account for 70% to 75% of total national\ntraffic accident cases.
