Jakarta \u2013 Indonesian Audit Watch (IAW) founding secretary Iskandar\nSitorus has described the improved performance of the Directorate\nGeneral of Customs and Excise (DJBC) as positive news. However, he has\nproposed systemic changes to make the DJBC\u2019s performance even\nbetter.<\/p>\n
One of the proposals is the National Border Economic Governance\nSystem (NBEGS) and the Indonesian Customs and Excise Authority\n(OKCI).<\/p>\n
\u201cThe improvement in DJBC performance is positive news. But initial\nsuccess must not become a reason to stop reform. A crisis may subside\nafter officials are replaced, operations are tightened, and oversight is\nstrengthened, but without systemic change, old patterns can return once\npublic attention shifts,\u201d Iskandar told reporters on Thursday, 13 August\n2026.<\/p>\n
According to him, the government does not need to wait for a new\ninstitution to be formed before starting improvements. A number of steps\nsuch as access audits, separation of functions, transparency of service\ntimes, improvements to the complaints mechanism, and strengthening data\nquality can be implemented immediately within the DJBC.<\/p>\n
In the NBEGS and OKCI policy proposal document, IAW has formulated\n\u201812 initial decisions\u2019 that President Prabowo Subianto may consider.<\/p>\n
First, to designate economic border reform as a national strategic\nagenda. Second, to order a comprehensive audit of DJBC processes, data,\ntechnology, human resources, and integrity.<\/p>\n
Third, to form an NBEGS preparation team. Fourth, to assign the\ndrafting of a Presidential Regulation on NBEGS. Fifth, to order the\nunification of border data dictionaries and standards. Sixth, to\nestablish a joint risk analysis centre or Joint Border Targeting\nCentre.<\/p>\n
Seventh, to require digital recording of all interventions in\nhigh-risk decisions. Eighth, to separate the functions of service, risk\nprofiling, inspection, determination, and objection. Ninth, to build a\nrapid recovery mechanism for the public and service users.<\/p>\n
Tenth, to order the preparation of an academic paper on DJBC\ninstitutional options and the possibility of establishing OKCI.\nEleventh, to set cross-agency indicators that are not solely based on\nrevenue. Twelfth, to order an independent evaluation every year and open\nthe results to the public within limits that do not disrupt law\nenforcement or state confidentiality.<\/p>\n
