The DIY regional government has questioned the desil data, which\nclassifies the welfare levels of the population and has undergone\nnumerous changes, sparking public protests. According to the DIY Social\nAgency (Dinsos DIY), the frequent changes in poverty status data are\nimproper.<\/p>\n
\u201cI don\u2019t understand the dynamics either. We don\u2019t know why BPS\nchanges the desil almost every week. That kind of thing is not proper\nfor data,\u201d said the Head of the DIY Social Agency, Suyarno, when\ncontacted by detikJogja on Friday (21\/8\/2026).<\/p>\n
For context, the desil welfare classification data refers to the Data\nTunggal Sosial Ekonomi Nasional (DTSEN). Through this system, Indonesian\ncitizens are grouped into 10 categories or desils. Each desil covers\napproximately 10 percent of the population, with desil 1 being the group\nwith the lowest welfare level and desil 10 being the group with the\nhighest welfare level.<\/p>\n
The determination of desil does not only consider family income.\nSeveral other indicators are also taken into account, including housing\nconditions, education, family members\u2019 occupations, electricity usage,\nand asset ownership.<\/p>\n
Suyarno stated that the recent changes in the public\u2019s desil data are\ndue to the many indicators used, which do not correspond to the actual\nconditions of the community today.<\/p>\n
\u201cThe authority to determine desil lies with the central BPS.\nMeanwhile, regarding desil, it is suspected, in our perception, that\nwhen additional data enters DTSEN, for example BKKBN data, it may, in\nquotation marks, disrupt things,\u201d said Suyarno.<\/p>\n
\u201cBecause there are those whose desil has been thrown upwards, with\nthe reason that the data source is BKKBN. There are those that may be\nmatched, and that is how the BKKBN data is. So later it will be matched\nwith DTSEN data, \u2018oh right, apparently this matches the desil\u2019, like\nthat. Even though, in quotation marks, the desil change is\nextraordinary,\u201d he added.<\/p>\n
To resolve this issue, Suyarno said that BPS and the regional\ngovernment must immediately carry out data matching to obtain concrete\ndata on the real conditions of the community.<\/p>\n
\u201cCertainly, data matching must be carried out. Because when someone\nis desil 8 or desil 7, but the real conditions on the ground should not\nbe like that. Because their house, their income, and so on apparently do\nnot match. So that is what may be of concern,\u201d he explained.<\/p>\n
On the other hand, Suyarno urged the public whose desil data has\nsuddenly changed not to panic. This is because the public can report or\nrequest changes.<\/p>\n
\u201cYes, meaning don\u2019t be too worried. It means it becomes something we\nneed to check. Each person can check using the cek bansos application,\nwhich can be downloaded from the PlayStore, or we can go to the\nkelurahan office, where there is a SIKS-NG operator who can also help\nwith desil corrections,\u201d he explained.<\/p>\n
Many Public Protests<\/p>\n
It was previously reported that the DIY Regional Secretary, Ni Made\nDwipanti Indrayanti, revealed that many members of the public protested\nbecause their desil changed from low to high. According to her, this\nmakes the poverty rate appear to have decreased.<\/p>\n
\u201cMany people protested about the desil. I also protested to Bu Endang\nyesterday, how could that happen. Is it perhaps to reduce the burden, so\neverything was raised, so to speak,\u201d said Made when met at the Kepatihan\ncomplex, Yogyakarta City, on Wednesday (19\/8\/2026).<\/p>\n
\u201cThe desil that is our responsibility now is desil 1 to desil 5,\nmeaning below the poverty line. Those in desil 6 to 10 are considered\nable to survive or be independent,\u201d she added.<\/p>\n
Made stated that she had tried to seek clarification on this issue\nfrom the Acting Head of BPS DIY, Endang Tri Wahyuningsih.<\/p>\n
\u201cSo yesterday I asked for clarification from Bu Endang, the Acting\nHead of BPS. Why is it like this, what is the basis? We haven\u2019t had the\nchance to meet yet,\u201d she said.<\/p>\n
DIY Government and BPS Hold Closed Meeting<\/p>\n
The Special Region of Yogyakarta (DIY) Government and the DIY Central\nStatistics Agency (BPS) held a closed meeting, following the DIY\nGovernment\u2019s statement questioning the changing desil data that sparked\nprotests.<\/p>\n
The meeting to align understanding regarding welfare data and the\nconnection between central and regional data was held at the DIY\nRegional Secretary\u2019s office, Kepatihan Complex, Yogyakarta City, on\nThursday (20\/8) afternoon. The meeting was attended by the DIY Regional\nSecretary and her staff, as well as the Acting Head of BPS DIY and her\nstaff. No information circulated before the closed meeting took\nplace.<\/p>\n
The DIY Regional Secretary, Ni Made Dwi Panti Indrayanti, said the\nmeeting discussed the determination of desil, which she said is the\nauthority of the central government.<\/p>\n
As a data user, according to Made, the DIY Government needs to\nunderstand the criteria and basis for the classification so that the\ndata used in poverty handling can be fully understood and aligned with\nthe conditions of the community in the region.<\/p>\n
\u201cThe data is central data, not something we determine. The discussion\nis about the criteria and how far they go. How they load and classify it\nis what we also need to ask BPS,\u201d explained Made through a written\nstatement received by detikJogja on Thursday (20\/8\/2026) evening.<\/p>\n
Made said that the DIY Government actually also has data developed\nthrough collaboration with district\/city governments. This data is\nintegrated into Satu Data Kemiskinan and provides a detailed picture of\ncommunity conditions.<\/p>\n
