Discord among the ministers<\/p>\n
Problems caused by lack of coordination among government
\ninstitutions have occurred for many years, and that is why a
\nsystem called KISS -- coordination, integration, synchronization,
\nand simplification -- was implemented.<\/p>\n
The most recent case of discord among ministers is between
\nMinister of Research and Technology B.J. Habibie and Minister of
\nFinance Mar'ie Muhammad over the purchase of second-hand German
\nwarships. Mar'ie considers the price too high and is well above
\nthe given budget.<\/p>\n
A similar case occurred between Minister of Information
\nHarmoko and Minister\/State Secretary Moerdiono, over Government
\nRegulation No.20\/1994. Harmoko stated that the regulation will
\nnot be enforced in the media sector, because it is against the
\nPress Law. His statement is supported by Minister of Justice
\nOetojo Oesman so that automatically the Law supersedes the
\nregulation. But Moerdiono objected to it and said that the
\nregulation does not contradict the law. Meanwhile Minister of
\nIndustry Tunky Ariwibowo does not know whether the new regulation
\nruns counter to the media law.<\/p>\n
Such discord is serious because it opens up the possibility of
\ncollusion.<\/p>\n
People understand that government officials are extremely
\nbusy, but they should solve their conflicts internally, so the
\ngovernment is able to retain its authority.<\/p>\n
