Discipline drive volunteers told to avoid violence<\/p>\n
JAKARTA (JP): The 15,000 volunteers fielded today in the
\ndiscipline drive have no right to punish violators and must avoid
\nviolence in their actions, City Military Commander Maj. Gen.
\nWiranto says.<\/p>\n
In a call for preparedness of the discipline drive, at the
\nSenayan east parking lot on Saturday, Wiranto said that the
\nvolunteers are supposed to remind the violators in a persuasive
\nand educative manner.<\/p>\n
\"We will take stern action against volunteers who are found
\nviolating the rules,\" he said. \"Defiant members will be fired.\"<\/p>\n
The volunteers, who come from youth organizations, will
\ndiscipline jaywalkers, roadside vendors trading at improper
\nsites, litterers and reckless motorists.<\/p>\n
They are fielded at prone-to-violation areas like bus and
\nrailway stations, market places, intersections, bus shelters and
\nthe most busy roads, the general said.<\/p>\n
He cited Cililitan and Cawang in East Jakarta, Blok M and
\nPancoran in South Jakarta, Tanah Abang, Harmony, Jl. Sudirman and
\nJl.Thamrin in Central Jakarta, Grogol and Slipi in West Jakarta,
\nand Tanjung Priok in North Jakarta as the priority areas.<\/p>\n

Prosecutors and judges, backed up by the military and police
\nwill hold regular judicial operations during the discipline
\ncampaign. City hall officials are also involved in the judicial
\noperation.<\/p>\n
The two-star general encouraged the public to report any
\ndeviation in procedures, including violence, made by discipline
\ndrive enforcers to the nearest military office.<\/p>\n
Military district heads and police precinct chiefs are
\nresponsible for the implementation of those in their respective
\nauthority, Wiranto said. \"They command the day-to-day drive in
\nthe field.\"<\/p>\n
Wiranto appealed to the public to cooperate with the
\nenforcers, saying that Jakartans should be able to discipline
\nthemselves.<\/p>\n
He reiterated that Jakarta had been chosen as the pilot
\nproject of the national discipline campaign that was launched by
\nPresident Soeharto on May 20, coinciding with National Awakening
\nDay.<\/p>\n
The mobilization of youths wins support from the army chief of
\nstaff and city council.<\/p>\n
Army Chief of Staff Gen. Hartono also supports the movement of
\nthe city military command.<\/p>\n
\"I will ask other provincial military commands to take such
\nsteps to make a success of the national discipline campaign,\" he
\nsaid, Kompas reported on Saturday.<\/p>\n
Councilors Jenni Suharso and Mohammad Banang of Commission A
\ntold The Jakarta Post on Saturday that they expected the people's
\nparticipation in the discipline drive. Commission A deals with
\nadministration, security and order.<\/p>\n
Jenni urged that the participation be enlarged to encompass
\nother mass organizations, especially women's organizations.<\/p>\n
Banang said that city military command must supervise the
\nenforcers seriously to avoid any negative effects, such as
\nquarrels or fighting between enforcers and the people.<\/p>\n
He reminded them that the members of discipline enforcers
