Bolombo, has emphasised that\nvillage boundaries are a crucial issue that must be resolved\nimmediately. He stated that affirming village boundaries is essential\nfor creating legal certainty, targeted development planning, and\nreducing inter-village conflicts. \u201cIt also supports the effectiveness of\nvillage governments and serves as a basis for spatial planning at the\ndistrict, provincial, and national levels,\u201d said La Ode in his statement\nin Jakarta on Thursday. This was conveyed by La Ode Ahmad during the\nKick Off Meeting for Village Boundary Affirmation under the Integrated\nLand Administration and Spatial Planning Programme (ILASPP) in Manado,\nNorth Sulawesi. The event took place over three days from 28 to 30 April\n2026. In this ILASPP programme, the Ministry of Home Affairs is\ncollaborating with the Ministry of Agrarian Affairs and Spatial\nPlanning\/National Land Agency (ATR\/BPN), the Geospatial Information\nAgency (BIG), and the World Bank. The programme will run for five years\nfrom 2025 to 2029, with a total target of 5,000 villages. In the first\nphase, village boundary affirmation will be carried out in three\ndistricts in Sulawesi: Bolaang Mongondow in North Sulawesi, and Donggala\nand Tolitoli in Central Sulawesi. \u201cThe aim is to enhance the capacity\nand coordination of local governments in implementing orderly and\nregulation-compliant village boundary determinations. The ILASPP\u2019s\nobjective is to support district\/city-level local governments in\ncarrying out village boundary determinations,\u201d he said. He explained\nthat to date, village boundary affirmation has reached 14.49%, or 10,909\nvillages, across Indonesia. There are 10 provinces with the highest\nvillage boundary affirmation rates: West Java, Central Java, South\nKalimantan, East Java, Banten, West Kalimantan, East Nusa Tenggara,\nLampung, South Sumatra, and Aceh. Meanwhile, the 10 provinces with the\nlowest rates are Papua Pegunungan, South Papua, Gorontalo, Southwest\nPapua, Maluku, North Sulawesi, Central Kalimantan, Papua, and Southeast\nSulawesi.
