The Director General of Land and Spatial Control and Enforcement\n(PPTR) at the Ministry of Agrarian Affairs and Spatial Planning\/National\nLand Agency (ATR\/BPN), Lampri, has called on officials of the East Java\nBPN Regional Office and their staff to push for the enforcement of\nabandoned land.<\/p>\n
Lampri said in Surabaya on Wednesday that the granting of land rights\nis not the final point of land administration, because every attached\nright always carries three absolute elements: Right, Restriction, and\nResponsibility.<\/p>\n
\u201cI ask all land affairs personnel to fundamentally change their work\norientation from merely managing to also being able to control the\nterritory,\u201d he said.<\/p>\n
Lampri said every regional leader and section head must master six\nkey questions: where is the object, who holds the rights, how is it\nactually being used, is it in accordance with the spatial plan\/detailed\nspatial plan, are its obligations being fulfilled, and what corrective\nsteps are needed.<\/p>\n
\u201cLand affairs personnel should change their perspective by shifting\nfrom being mere administrative file managers to responsive territorial\ncontrollers in the field,\u201d he said.<\/p>\n
Head of the East Java BPN Regional Office, Muhammad Naim, said the\nstrategic role of the Regional Office and Land Offices across East Java\nis not limited to enforcing objects indicated as abandoned, but also\nincludes controlling and identifying land rights.<\/p>\n
\u201cOn behalf of the East Java BPN Regional Office, we hope the\nparticipants attending this event will listen carefully to the direction\nand guidance from the Director General of Land and Spatial Control and\nEnforcement regarding the enforcement of abandoned land,\u201d he said.<\/p>\n
Since 2010, the implementation of land control and enforcement\nactivities in East Java has reached 485 land rights parcels covering\n11,140.65 hectares that have been successfully entered into the Database\nof Land Indicated as Abandoned.<\/p>\n
