        "content": "<p>The correctional system in Indonesia is moving towards a new, more\nhumane face oriented towards social restoration. This change was\naffirmed by the Director General of Corrections at the Ministry of\nImmigration and Corrections, retired Inspector General Mashudi, during a\nPublic Discussion on Prison Transformation in Realising Modern\nCorrections with Social Justice at the Faculty of Law, Pancasila\nUniversity, Jakarta, on Friday, 12 June 2026. Mashudi assessed that\ncorrections can no longer be viewed as an institution that merely\nreceives and executes court rulings. \u201cIf previously punishment was\nsynonymous with retribution for wrongdoing, now sentencing is directed\nat improving the offender\u2019s behaviour, restoring social relationships\ndamaged by the criminal act, and preparing inmates to live productively\nagain in society,\u201d said Mashudi. \u201cCorrections is now no longer at the\ntail end of the legal process. We are an important part from the\nbeginning of the criminal justice system to support the realisation of\nmore humane justice,\u201d Mashudi stated. One important breakthrough is the\npresence of alternative sentencing such as supervised punishment and\ncommunity service punishment. This approach is designed to reduce\ndependence on prison sentences and make imprisonment a last resort,\nreferred to in legal terms as ultimum remedium. In the context of\nnarcotics cases, sentencing can take the form of rehabilitation. Deputy\nfor Rehabilitation of the National Narcotics Agency, Dr.\u00a0Bina Ampera\nBukit, M.Kes., stated that rehabilitation is not an alternative to\npunishment but rather the state\u2019s responsibility to restore a person\u2019s\nphysical, mental, and social functions through medical and social\napproaches. \u201cThrough social restoration, reintegration into society\nbecomes the main measure of success for every recovery programme,\u201d said\nDr.\u00a0Bina Ampera Bukit, who was present as a speaker. The discussion was\nattended by hundreds of enthusiastic law students from Pancasila\nUniversity. When given the opportunity to ask questions, the students\nvied to pose critical questions, including about the latest situations\nin several correctional institutions which they had learned about from\nmass media reports.<\/p>",
