JAKARTA \u2013 Low legal literacy remains a significant barrier to\nexpanding public access to justice in Indonesia. The challenge lies not\nonly in the complexity of regulations but also in the fact that many\ncitizens are unaware of their legal rights and obligations. Research by\nthe Ministry of National Development Planning (Bappenas) in\ncollaboration with the University of Indonesia\u2019s Faculty of Law\nindicates that approximately 53 per cent of justice seekers do not know\nthey are entitled to free legal aid, a condition that affects their\nability to access legal services.<\/p>\n
In response to these challenges, Hukumonline has developed various\nartificial intelligence (AI) based solutions to facilitate access to\nlegal information. One such tool is AIlex, a conversational AI legal\nresearch assistant currently used by more than 3,500 users each month.\nThe company has also launched the \u2018AIlex for Good\u2019 programme, which\nprovides free one-year access to AIlex for legal aid institutions,\neducational institutions, research organisations, civil society advocacy\ngroups, and bar associations. To date, the programme has reached 43\norganisations.<\/p>\n
Hukumonline Chief Executive Officer Arkka Dhiratara stated that the\napplication of AI in the legal field is directed at broadening access to\nlegal knowledge, particularly for organisations that provide services to\nthe public. \u201cFor 26 years, Hukumonline has believed that access to\nquality legal resources is the foundation of justice. Therefore, we want\nto ensure that technological advances, especially AI, can be utilised by\nacademics, advocates, and civil society organisations that deliver\ninclusive legal services,\u201d Arkka said. He added that AIlex for Good not\nonly provides technology access but also supports organisations engaged\nin legal aid, research, education, and advocacy to work more\nefficiently.<\/p>\n
Furthermore, Hukumonline continues to develop AIlex as an AI-based\nlegal assistant that helps users navigate regulations and court\ndecisions. One feature under development is \u2018Tanya Putusan\u2019, which\nallows users to search, read, and analyse court rulings through\nautomatic summaries, identification of parties, and legal\nconsiderations. \u201cThrough Tanya Putusan, we want to help legal\npractitioners conduct research more efficiently. AIlex presents\nsummaries of key information so users can understand the substance of a\nruling more quickly, without reducing the depth of legal analysis,\u201d\nArkka explained.<\/p>\n
Hukumonline is also developing an Internal Policy Review feature to\nhelp companies review internal policies to ensure compliance with\nevolving regulations. This feature can provide document summaries,\nsubstance analysis, recommendations for improvement, and AI-based\ndiscussion facilities on the reviewed documents. Arkka stressed that AI\nis developed as a tool, not a replacement for the legal profession. He\nnoted that analysis, judgement, and decision-making remain the authority\nof legal practitioners. \u201cAI does not replace advocates, judges,\nacademics, or legal counsel. AI is designed to help them work more\nproductively so they can focus more on analysis, strategy, and\ndecision-making that requires human judgement,\u201d he said.<\/p>\n
One beneficiary of the AIlex for Good programme, the Indonesian Forum\nfor the Environment (WALHI), assessed that the technology helps\naccelerate legal research processes that previously required lengthy\nperiods. This efficiency allows the organisation to focus more on\nadvocacy and community assistance activities.
